Role Description

Arcadis is seeking a highly motivated and experienced Program Manager to support a major public-sector program in Montgomery County, Maryland. In this role, you will provide leadership and oversight for the planning, execution, and delivery of a complex program portfolio, ensuring successful outcomes while meeting client objectives, schedule commitments, budget requirements, and quality standards.

The successful candidate will work closely with client stakeholders, consultants, contractors, and project teams to coordinate activities, manage risks, and support strategic decision-making throughout the program lifecycle.

Role Accountabilities

The Program Manager will be responsible for delivering complex programs and projects while managing diverse stakeholders, multidisciplinary teams, and multiple service providers.

Key responsibilities include:
  • Provide overall program leadership and oversight to ensure successful delivery of program objectives.
  • Manage program scope, schedule, budget, risks, and performance metrics.
  • Coordinate and collaborate with client leadership, project teams, consultants, contractors, and other stakeholders.
  • Establish and maintain governance structures, reporting processes, and program controls.
  • Develop and monitor key performance indicators (KPIs) and performance reporting to support informed decision-making.
  • Lead risk identification, mitigation planning, and issue resolution activities.
  • Facilitate communication among stakeholders and support consensus-building across diverse groups.
  • Ensure compliance with applicable regulations, policies, procedures, and contractual requirements.
  • Oversee consultant and contractor performance to ensure quality and timely delivery of services.
  • Prepare executive-level reports, presentations, and program updates for client and leadership teams.
  • Support strategic planning initiatives and continuous improvement efforts throughout the program lifecycle.


Qualifications & Experience
  • Bachelor's degree in Engineering, Construction Management, Architecture, Planning, Business Administration, Public Administration, or a related field.
  • Project Management Professional (PMP) certification or equivalent program/project management certification preferred.
  • Minimum of 10 years of experience managing large, complex programs or projects.
  • Demonstrated experience with program management, stakeholder engagement, and risk management.
  • Strong knowledge of project controls, budgeting, scheduling, and performance management.
  • Experience developing and managing key performance indicators (KPIs) and reporting frameworks.
  • Excellent leadership, communication, and relationship management skills.
  • Proven ability to manage multidisciplinary teams, consultants, contractors, and service providers.
  • Experience working with public-sector clients, government agencies, or municipal programs is highly preferred.
  • Experience overseeing facilities, infrastructure, capital improvement, or operational programs is preferred.
  • Consulting experience is preferred.

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $170,000 - $204,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
