Full Job Description
We are seeking an experienced Program Manager to lead the delivery of a federal data analytics and AI modernization initiative. The successful candidate will oversee the planning, execution, and delivery of products that integrate federal data, enable AI-assisted analytics, and provide executive-level dashboards.

The Project Manager will coordinate multidisciplinary teams consisting of data engineers, AI/ML engineers, software developers, architects, security professionals, business analysts, and federal stakeholders. This individual will be responsible for ensuring delivery within schedule, scope, budget, and quality expectations during a seven-month performance period.

Key Responsibilities
  • Lead overall program planning, execution, and delivery of the MVP platform.
  • Develop and maintain integrated project schedules, milestones, risks, dependencies, and resource plans.
  • Manage Agile development activities and iterative delivery cycles.
  • Coordinate implementation activities across data integration, AI/ML, analytics, cybersecurity, and user interface workstreams.
  • Facilitate collaboration between OMB, pilot agencies, and technical teams.
  • Lead project governance activities, status reviews, sprint demonstrations, working sessions, and executive briefings.
  • Track performance against project objectives, deliverables, and quality standards.
  • Manage project risks, issues, assumptions, and mitigation plans.
  • Ensure delivery of all required documentation, including project plans, architecture documentation, transition plans, and status reports.
  • Coordinate user feedback sessions and oversee incorporation of stakeholder feedback into product releases.
  • Monitor contractor performance and ensure compliance with federal security, privacy, accessibility, and records management requirements.
  • Support development and execution of the Quality Assurance Surveillance Plan (QASP).
  • Ensure successful delivery of the MVP no later than Month 6 and overall contract completion within the seven-month period of performance.
Required Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business, Management Information Systems, or related field.
  • 8+ years of experience managing complex technology implementation projects.
  • 5+ years of experience supporting Federal Government programs.
  • Demonstrated experience managing full software development lifecycle (SDLC) projects.
  • Experience leading cross-functional technical teams in Agile environments.
  • Experience managing data integration, analytics, business intelligence, or enterprise platform implementations.
  • Strong risk management, stakeholder management, and executive communication skills.
  • Experience developing and maintaining integrated master schedules and project plans.
  • Ability to coordinate multiple workstreams, vendors, and stakeholders simultaneously.
  • U.S. Citizenship required.
  • Ability to obtain and maintain Top Secret eligibility.
  • Active TS clearance strongly preferred.
Preferred Qualifications
  • PMP Certification.
  • Scrum Master Certification (CSM, SAFe, PMI-ACP, or equivalent).
  • Experience supporting OMB, federal financial management, grants management, or budget execution programs.
  • Experience managing AI/ML, analytics, or data modernization initiatives.
  • Experience with FedRAMP, FISMA, NIST 800-53, and Federal cybersecurity requirements.
  • Experience supporting on-premises or hybrid cloud implementations.
  • Familiarity with Azure DevOps, Jenkins, Kubernetes, Rancher, PostgreSQL, SQL Server, Java, and/or .NET environments.
  • Prior experience supporting federal grants, financial oversight, or mission analytics programs.
