Description

Tharros is seeking a Program Manager to serve as the primary contractor and point of contact for this program, supporting services at Naval Surface Warfare Center Dahlgren Division.

The Program Manager reports directly to the Operations Director and exercises full authority over day-to-day contract execution, staffing, and technical milestone management.

In this role, the Program Manager leads daily contract execution for systems engineering support at NSWCDD. The program department the team will support provides systems engineering, integration, test, and evaluation support for strategic and surface weapon systems, fire control systems, cybersecurity, and cyberspace applications.

Responsibilities:

  • Develop Engineering Change Proposals (ECPs), Interface Change Requests (ICDs), and Interface Design Specifications (IDS) for weapons control systems
  • Develop Weapon Specifications (WS) and other system design/integration documents for surface combat, control, and situational awareness systems
  • Support weapon and combat system certification processes, including self-certification criteria
  • Perform system analysis and requirements decomposition for weapons control and combat systems
  • Support system integration testing and validation activities
  • Participate in technical design reviews, configuration control boards, and working groups
  • Maintain requirements traceability from specifications to design documentation
  • Support shipboard system integration and fleet deployment events
  • Document test results, engineering analyses, and system performance assessments


Requirements

  • Active SECRET clearance (minimum); ability to obtain TS/SCI
  • BS degree from an accredited college or university in an engineering, scientific, or technical discipline, and 4 years of relevant experience
    • OR six (6) years' experience relevant to specific technical disciplines required, including the qualifications below; or US Naval operational experience at the E7 level or higher.
  • Certified Information System Security Professional (CISSP)
  • 4+ years of engineering experience for System Engineer/Analyst
  • 2+ years of concurrent specialized experience in preparing and submitting documentation for obtaining Navy/DoD security certification and accreditation of major weapon, combat, and/or fire control systems.
  • IAM Level II or higher with certification in Networking Technologies.
  • Experience with engineering tools such as DOORS, Change Synergy, and System Architect
  • Familiarity with NSWCDD A Department engineering processes
  • Experience with GOTS/COTS technology integration in combat systems
  • Experience with the program offices and systems described in the description section
