The Position:

AMEWAS is seeking a highly motivated and talented Program Manager (AARDT&E) to support Advanced Aircraft Research, Development, Test & Evaluation. The salary range of this position is $165,000.00 - $200,000.00 and is commensurate with experience. This position is not eligible for remote work; on-site support is required.

Position Background:

The Digital Analytics, Infrastructure, and Technology Advancement (DAiTA) Group is at the cutting edge of Advanced Aircraft Research, Development, Test, and Evaluation (AARDT&E). Our state-of-the-art laboratories are equipped to work seamlessly together, enabling comprehensive testing and evaluation of aircraft and weapons systems across the Department of Defense. What sets the DAiTA Group apart is our exceptional ability to mitigate program risks by crafting intricate battlespace environments where cutting-edge concepts, advanced hardware, and skilled warfighters can dive into the missions of both today and the future. The Integrated Battlespace Simulation and Test (IBST) Department is at the heart of this innovative ecosystem. This team is the driving force behind the research, development, management, design, documentation, fabrication, installation, integration, testing, evaluation, operation, and maintenance of the Air Combat Environment Test Facility (ACETEF) and other DAiTA AARDT&E capabilities, laboratories, and facilities. With IBST at the helm, we're not just preparing for the future but shaping it.

A typical day as a Program Manager (AARDT&E) may include:
  • Leads overall program execution for a large test and evaluation contract at Pax River (planning, staffing, schedule, risk, quality, etc.)
  • Serves as the primary interface with government customers by ensuring transparent communication and mission alignment
  • Oversees multidisciplinary teams (electrical and computer engineers, software/integration engineers, range operations SMEs, network/cyber specialists, analysts, etc.) delivering test development sustainment and enhancements
  • Manages contract deliverables (program plans, reports, CDRLs, test plans, training materials, etc.) and ensures high-quality, on-time outcomes
  • Coordinates with operations to plan and support test events, research and development, engineering/technical, repair and investments, administrative support, operations support and incident response plans


Must-haves:
  • Master's Degree in Business Administration, Business Management, Project Management, Economics, Finance, Accounting, Data Analytics/Management: Degrees a relevant field may qualify OR Bachelor's Degree in a relevant field with 2 additional years of experience (12 total year-3 consecutive years being in the last 5 years)
  • 10 years of relevant work experience
  • Experience managing large and complex Navy or DoD programs
  • Demonstrated success leading multidisciplinary teams in operational environments with safety, security and schedule constraints
  • Experience managing subcontractors and coordinating across government and industry partners
  • Strong understanding of program management principles (scope, schedule, cost, risk, etc.), financial oversight and contract execution
  • The ability to lead and foster collaboration, communication and mission focus
  • Experience leading financial management initiatives (tracking cost, scheduling performance and maintaining strong CPARS ratings)
  • Experience managing subcontractors and teaming partners, ensuring seamless delivery, compliance and alignment with customer priorities
  • The ability to own staffing actions to meet program needs (workforce planning, recruiting, interviewing, onboarding, performance management, etc.)
  • Minimum clearance required to apply (candidates who do not currently hold the required clearance will not be considered): DoD Top Secret Clearance
  • Additional Accesses: The ability to obtain and maintain the DOD security clearance eligibility and/or additional security access requirements necessary to perform the duties of the position, as required by the contract


Desired Skills:
  • Direct experience supporting NAWCAD, Pax River ranges or Navy test and evaluation organizations

Physical Environment and Working Conditions:

The physical environment for this position requires the employee to work in an office, sitting in a cubicle or at a desk, looking at a computer for most of the workday. Work is physically comfortable. The employee has discretion about sitting, walking, standing, etc.

The employee may be required to travel short distances to offices/conference rooms and buildings on site or near the work site. Overnight travel will be required.
