Full Job Description
Swift is seeking a Program Manager to support a prime program in Annapolis Junction, MD. The program supports a 24x7 watch floor environment, with operational personnel working continuous shift schedules to support mission requirements. The Program Manager will provide program oversight, coordination, and leadership during normal business hours, Monday through Friday, while coordinating with and supporting the 24x7 operational workforce as required. Description: The experienced professional will be responsible for the successful cost, schedule, performance, and growth of the program. The Program Manager will serve as the main point of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the customer Program Manager, and the Contractor's senior management. The Program Manager will directly contribute to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. The Program Manager will ensure proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. The Program Manager will use expert communication skills to direct technical resources and report on the programs progress, issues, and problem areas, as well as write and review technical documents. Responsibilities include: 3 Allocate resources (staffing, facilities, and budgets) on the contract. 3 Review and propose the Integrated Program Baseline (or resource loaded schedule) to the customer. 3 Review and approve all earned value, Estimate to Complete, Funds and Manhour Expenditure Report, or other financial reports, as appropriate. 3 Prepare program status reviews and other formal reviews to be presented to the customer PM. 3 Communicate issues and solutions to the customer PM in a timely and transparent manner. 3 Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff. 3 Assist the customer PM by providing input to statutory acquisition reports and responses to Congressional QFRs. 3 Coordinate the preparation of ECPs and value engineering proposals to the customer PM. 3 Provide Contractor input to the Quality Assurance Surveillance Plan reviews or Award Fee reviews, as appropriate. 3 Communicate issues and solutions to the broader customer management structure as requested by senior customer leaders. 3 Analyze Technical Task Orders and make determination on pursuing. 3 Manage proposal efforts at the TTO level from RFP release through proposal submission. Required Skills: 3 Fifteen (15) years in experience in managing programs and contracts of similar scope, type, and complexity within the Federal customer. 3 Must have at least three (3) years of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management. 3 Must have a PMP, FAC-P/PM Senior Level, or DAWIA Level 3 certification in Program Management. 3 Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required. 3 Direct experience within the DoD managing multiple award IT contracts to include experience competing and winning task orders. 3 Shall be knowledgeable of the guidelines provided by the FAR and DFAR, DoD 5000 series, and ICD 801 policies. 3 Must have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting. Security Clearance: 3 A current government clearance, background investigation, and polygraph are required. Pay Range: $49,996.80 - $290,004.00 Pay ranges are a general guideline and not intended as a guaranteed and/or implied final compensation or salary for this job opening. Determination of official compensation or salary relies on several different factors including, but not limited to: level of position, complexity of job responsibilities, geographic location, work experience, education, certifications, Federal Government contract labor categories, and contract wage rates.
