Why does the job exist?The Program Management Supervisor will:
- Oversee the comprehensive oversight of CMS federal reports, ensuring their accuracy and adherence to regulatory standards;
- Conduct reconciliations of federal reports and monitor federal draws, federal revenue, and federal receivables to optimize financial management and compliance;
- Prepare detailed monthly and year-end audit schedules, which include receivable accruals, federal accruals, and federal roll-forward schedules;
- Collaborate with the Medicaid division staff to maintain financial controls and fiscal compliance.
How does it get done?The Program Management Supervisor is responsible for:
- Overseeing the comprehensive oversight of CMS federal reports Medical Assistance Division (MAD) and Administration Grants, ensuring their accuracy and adherence to regulatory standards;
- Working jointly with Accounts Receivable Bureau Chief in overseeing federal revenue and federal accounts receivable balances in SHARE are accurate;
- Overseeing expenditure transactions in SHARE that post to federal grants are accurate and in compliance with grant terms and conditions;
- Working with other Administrative Services Division (ASD) bureaus or program divisions to ensure correcting journal entries and future transactions are posted correctly;
- Supervising employee/staff ensuring work performed by employee/staff is completed accurately and timely;
- Ensuring all personnel requirements are met;
- Communicating effectively and train/mentor staff to ensure growth and depth (cross training) in bureau.
Who are the customers? Health Care Authority (HCA) divisions, management, federal partners and customers of HCA.
Ideal CandidateThe Ideal Candidate has:
- Experience in accounting and budgeting;
- Experience supervising staff;
- Managing and problem-solving abilities; critical thinking skills and attention to detail;
- Computer knowledge/experience in Excel, SHARE Financial, and HCM;
- A minimum of three (3) years of experience overseeing grant reporting and/or accounting;
- Experience in preparing or reviewing federal reconciliations and reports;
- Experience managing and training staff.
Minimum QualificationBachelor's Degree in a relevant field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience
Employment RequirementsMust possess and maintain a valid driver's license.
Must obtain a Defensive driving certification.
Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting. Some standing, bending and reaching may be required.
