Full Job Description
KeenLogic is seeking an experienced Program Management Specialist II to support the Drug Enforcement Administration's IT Governance and Capital Planning and Investment Control (CPIC) program. This role will support IT portfolio management, investment governance, strategic planning, organizational analysis, and performance management initiatives that align technology investments with mission objectives and federal requirements.

The PM Specialist II will provide analytical, operational, and governance support across the IT investment lifecycle, helping leadership evaluate portfolio performance, manage strategic initiatives, and improve organizational effectiveness. This position requires strong business analysis, federal consulting, and stakeholder engagement skills, along with experience supporting IT governance frameworks and investment management processes.

This is a full-time position offering Fortune 500-level health/dental/vision, PTO, paid federal holidays, 401k, and Life Insurance. This is an onsite role with a daily schedule from 8:00 AM to 5:00 PM, based in Springfield, VA.

Required Qualifications
  • Must be a U.S. Citizen and currently hold an active Secret or Top Secret clearance
  • Bachelor's degree in Business Administration, Information Systems, Computer Science, or a related field
  • Project Management Professional (PMP) and/or PMI Professional in Business Analysis (PMI-BPA) credentials
  • Minimum 10+ years of experience supporting federal IT programs, governance initiatives, or management consulting engagements
  • Experience supporting Capital Planning and Investment Control (CPIC) processes
  • Experience with IT Portfolio Management, IT Governance, or Technology Business Management (TBM) frameworks
  • Strong analytical, organizational, and problem-solving skills
  • Excellent written and verbal communication skills
  • Experience developing executive briefings, reports, presentations, and technical documentation


Duties and Responsibilities

  • ExperienceinIT Portfolio Management methodologiesandprocesses,tools,strategic planning, trendanalysis,organizationalreportingand presentations,and identification of performanceindicatorsforthe purposeofperformancemeasurements
  • Experiencewritingalternativeanalyses, businesscases or point papers based onresearch,analysis,andobservations
  • Experiencewiththe CapitalPlanningandInvestmentControl (CPIC) process andotherIT investment processes andrequirements; familiarity with the Technology Business Management (TBM) framework
  • Implement a continuous process of identifying,selecting,and managing a portfolio of projects in alignment with key performance metrics and strategic businessobjectives.
  • Provide recommendations, processes, procedures, writing policies, and support in an IT Portfolio Management program.
  • Provide alternate methods to manage IT Strategic Planning and Portfolio Management activities across the IT organization with an innovative solution to forecast future benefits of a comprehensive IT portfolio, to include IT Technical Roadmaps and Business Roadmaps based on Government mandates.
  • Conduct organizational level reporting linking technologies to outcomes and mission-related tangible and intangible benefits
  • Experienceassessing, interpreting,andprovidingguidanceregardingfederal governmentbudgetand reportingdirectivesandinstructions
  • ExpertiseinRisk Analysisto support projectmanagersinidentifyingprojectrisk,identifyingpotential impacts of thoserisks,andcrafting risk mitigationstrategies.

  • Perform IT strategic/organizational planning, organizational development, portfolio and program management, IT investment management, IT governance
  • ProvideWeekly and Monthly Status Reporting
  • Providemeeting support (facilitatemeetings, prepare agenda, prepare project briefings, present to the stakeholders,document,and distribute meeting minutes, and track actions)
  • Support other PMO tasks as assigned
  • Participate in project planning and schedule development/maintenance activities
  • Writingmaterialsrelevanttoorganization,project,andtaskgoalsandpresentingmaterialtoseniorGovernmentofficials
