Program Management Office Portfolio Resource Manager Starting Base Salary Range of $130,000 to $150,000(DOE)What You'll Be Doing as a Program Management Office Portfolio Resource Manager:The PMO Portfolio Resource Manager is a strategic role responsible for overseeing organization wide resource planning, portfolio intake, prioritization, and governance. This position ensures that all corporate initiatives are evaluated, resourced, and sequenced according to organizational strategy and capacity. The role partners extensively with Executives, Directors, and PMO Team to shape the project portfolio, optimize talent deployment, and support high level decision making. The PMO Portfolio Resource Manager leads the governance cadence for the Executive Steering Committee and plays a critical role in advising senior leadership on portfolio tradeoffs, resourcing impacts, and strategic alignment across all business areas. This position reports to the Director of the Program Management Office (PMO).
Organization-wide Resource Strategy- Develop, implement, and continuously improve enterprise capacity planning processes, models, and tools
- Maintain forward-looking capacity and demand forecasts across all projects and programs
- Provide strategic recommendations for staffing, hiring, and skill development to support organizational priorities
- Conduct scenario-based modeling to assess the implications of new initiatives, timeline shifts, and strategic decisions
Portfolio Intake & Prioritization Leadership- Lead and manage the enterprise intake process, ensuring new initiatives are consistently evaluated based on strategic alignment, capacity, benefits, risks, and organizational readiness
- Facilitate prioritization sessions with Executives and Directors to establish portfolio sequencing and decision rationale
- Maintain a centralized, transparent view of the corporate portfolio, including status, dependencies, and resourcing implications
Executive & Cross-Functional Partnership- Partner with Executives, Directors, and functional leaders to align strategic plans with resourcing realities and organizational capacity
- Provide insights, analysis, and recommendations that influence cross-functional resource planning and investment decisions
- Serve as a primary advisor on resource constraints, tradeoffs, and portfolio feasibility
Portfolio Coordination & Conflict Resolution - Identify, escalate, and resolve cross-project resource conflicts using data-driven analysis and prioritization frameworks
- Guide adjustments to project schedules, scopes, or staffing based on changing priorities or constraints.
- Optimize resource utilization across functions to ensure efficient portfolio delivery
Executive Steering Committee Governance- Manage preparation, facilitation, and documentation for Executive Steering Committee meetings.
- Deliver executive-level portfolio reporting, including resourcing insights, risks, decisions, scenarios, and recommendations
- Track decisions, follow-through, and governance actions to maintain strategic alignment and accountability
Skills/Experiences Needed as a Program Management Office Portfolio Resource Manager:- Bachelor's degree in business, project management, operations, or related field required; Master's in business administration preferred
- 10+ years of experience in program portfolio management, resource planning, or enterprise PMO leadership
- Demonstrated experience partnering with Executives and Director-level leaders in strategic decision-making
- Strong expertise in portfolio management, capacity planning, prioritization frameworks, and governance processes
- Excellent communication, facilitation, and influencing skills, with the ability to convey complex data-driven insights to senior leadership
- Proficiency in resource and portfolio management tools (e.g., Microsoft Project, or similar)
- PfMP, PgMP, or equivalent advanced certification required
Work Environment for a Program Management Office Portfolio Resource Manager:Normal office environment with occasional exposure to manufacturing operations.
