Job Description

We are seeking an experienced and dynamic Program Management Director (PM) to lead our team supporting a large-scale Federal IT services contracts such as with the Government Accountability Office (GAO) and other finance and commerce programs and initiatives. This is a highly visible, senior leadership role responsible for the successful delivery of comprehensive technology information services across a complex, multi-disciplinary environment. The PM will serve as the primary point-of-contact with the Government and will be empowered to make decisions on behalf of our organization to ensure mission success.

As the Program Manager, you will be the face of our organization to the Government and the driving force behind contract performance. Your day-to-day responsibilities will include:
  • Serving as the primary Government liaison - Act as the single point-of-contact for all contractual and programmatic matters, maintaining open, transparent, and proactive communication with Government stakeholders at all levels
  • Leading a large, multi-disciplinary team - Provide strategic direction and day-to-day oversight for 50+ contractor personnel spanning diverse technical and functional disciplines across the TIS contract and associated task orders
  • Driving program performance - Ensure the quality, efficiency, and timeliness of all contract deliverables, managing both technical operations and business processes to meet or exceed Government expectations
  • Managing complex IT environments - Oversee the management and control of complex information systems architectures involving multiple disparate databases, network infrastructure, and communications subsystems
  • Leading Agile program execution - Champion and manage a Scaled Agile Framework (SAFe) program environment, ensuring agile principles are consistently applied across all workstreams and delivery teams
  • Managing cloud and service-oriented environments - Oversee on-premise and off-premise cloud-based service delivery, including the development, monitoring, and enforcement of Service Level Agreements (SLAs), Experience Level Agreements (XLAs), and performance metrics
  • Collaborating with Federal IT leadership - Build and maintain strong relationships with GAO IT leadership and other federal service providers, aligning contractor services with agency mission and operational goals
  • Negotiating and managing contracts - Lead contract negotiations, monitor service performance, and identify cost-effective solutions that deliver maximum value to the Government
  • Proactively managing risk - Identify, communicate, and mitigate potential contractual, technical, or programmatic risks before they impact program performance
  • Authorizing organizational commitments - Represent and commit the contractor's organization in response to Government issues, concerns, and decisions without requiring additional escalation


Qualifications

Required Experience
  • Bachelor's degree or higher in Information Technology, Computer Science, Business Administration, or a related field and 18 years or more of related experience
  • 10+ years of experience managing complex information systems architectures involving multiple disparate databases, networks, and communications subsystems
  • 5+ years of supervisory experience leading complex IT operating environments of 50+ personnel across multi-disciplinary job categories
  • 5+ years managing a program of comparable size and scope to a large-scale Federal IT services contract
  • Demonstrated experience managing programs operating under a Scaled Agile Framework (SAFe) environment
  • Demonstrated experience managing on-premise and off-premise cloud-based service delivery, including SLA, XLA, and performance metrics management
  • Demonstrated experience working with Federal IT leadership, negotiating contracts, monitoring service performance, and delivering cost-effective IT solutions


Required Certifications
  • Project Management Professional (PMP) certification - current and active


Preferred Qualifications
  • SAFe Certified Program Consultant (SPC) or SAFe Certified Practice Consultant (SPC)
  • ITIL Foundation certification or higher
  • Prior experience supporting GAO, Congressional support agencies, or similar Federal oversight organizations
  • Experience managing IT modernization and digital transformation initiatives in a federal environment
  • Familiarity with Federal Acquisition Regulation (FAR) and federal IT governance frameworks
  • Experience with DevSecOps practices and tools in a federal environment
  • Strong executive-level communication and presentation skills


Security Clearance
  • Must be able to obtain and maintain a Public Trust Clearance
