Full Job Description
Introduction: ARServices is seeking an experienced Program Management Analyst (Acquisition & Program Management Support) to provide critical Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA) Research and Development (RD) Directorate. This role is ideal for a detail-oriented professional with strong expertise in DoD acquisition, budget execution, and RDT&E program management. You will support classified CWMD programs by developing acquisition strategies, managing spend plans, tracking financial performance, preparing high-level documentation, and delivering actionable insights to close warfighter capability gaps through effective technology development and procurement.

Position Description: The Program Management Analyst will manage acquisition strategies, program planning, financial execution, and documentation for R&D projects. You will coordinate with contracting officers, develop key deliverables (SOWs, IGCEs, spend plans, POM/BES materials), track cost/schedule/performance, support audits, and provide senior leaders with clear executive summaries and recommendations to ensure successful program outcomes in support of DTRA's Countering Weapons of Mass Destruction (CWMD) mission.

Location & Travel: This is a full-time position based at DTRA Headquarters in Fort Belvoir, VA, with minimal travel expected.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:
  • Support and protect a classified program while executing government guidance.
  • Develop acquisition strategies and procurement documents, including drafting Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), and conducting market research.
  • Develop and monitor plans for assigned programs and projects.
  • Coordinate support to contracting officers through contract award and administration.
  • Support program design, develop and monitor spend plans, and recommend acquisition vehicles (including Economy Act mechanisms) to fund technology development that addresses warfighter CWMD gaps.
  • Draft correspondence, white papers, and program briefings for government approval.
  • Prepare and maintain program management execution reports, including research on unobligated commitments and Unliquidated Obligations (ULOs).
  • Support overall management of R&D projects related to cost, schedule, and performance, including thorough documentation, monthly performance reviews, and reporting reconciliation.
  • Support DTRA audit taskings and financial documentation requirements.
  • All other duties as assigned.

Security Clearance Requirement: Current DoD Top Secret (TS) Security Clearance with SCI access.

Required Qualifications:
  • Current DoD Top Secret clearance with SCI access.
  • Bachelor's degree in management, business, or mathematics.
  • 10 years of overall experience managing budget execution within the DoD, preferably in Research, Development, Testing and Evaluation (RDT&E).
  • 5 years of experience forecasting future financial requirements and preparing spend plans associated with DoD documents such as Program Objective Memorandum (POM), President's Budget, and Budget Estimate Submission (BES) across multiple appropriations.
  • 3 years of experience in DoD acquisition, project management, or contracting.
  • Knowledge of Government accounting policy and regulation, including DoD Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), OMB Circular A-123, and DoD Directive 5000.01.
  • Ability to independently manage multiple projects while tracking performer reporting against milestones and execution against plans.
  • Strong ability to synthesize information and deliver written and verbal executive summaries for senior leaders.
  • Experience developing and presenting complex information to senior Government officials using Microsoft Office applications, including data visualizations (pivot tables, charts, graphs, etc.).
  • Ability to manage stakeholder expectations in integrated project teams and recommend courses of action based on analysis of alternatives.
  • Familiarity with multi-year fiscal planning and management at the program level.
  • Financial knowledge and experience executing and tracking expenditures using source documents such as monthly reports, invoices, and spend plans.

Desired Qualifications:
  • Master's degree in business, management, or a scientific/technical field.
  • Prior DTRA or military experience.
  • Experience with tools such as Defense Agencies Initiative (DAI), Wide Area Workflow (WAWF), and Joint Integrated CBRN Analytic Platform (JICAP).
  • 5+ years as a project manager or in a commensurate role.
  • Work experience with SOCOM, Special Operations, Counter-Proliferation (CP), CWMD technologies, or familiarity with detection and defeat of chemical, biological, radiological, or nuclear weapons.
  • Analytical research experience assessing defense threats and conducting market research for state-of-the-art technology development.
  • Professional certifications such as Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM), or PMP.
  • Acquisition Program Planning and Project Management training (e.g., DAWIA Level II Acquisition Project Management or Defense Acquisition University coursework).
