Job DutiesJob Duties:The Virginia Department of Housing and Community Development (DHCD) is interested in hiring a Program Grants Manager to provide strategic leadership for vital statewide flood recovery initiatives. This includes spearheading the Community Development Block Grant-Disaster Recovery (CDBG-DR) program and other federal and state recovery efforts. This role is part of DHCD's largest division, Community Development and Housing, and it plays a crucial part in helping communities across the Commonwealth rebuild with strength and resilience.
About the Role:As the Program Grants Manager, you will lead a dedicated team of professionals in the implementation of complex, high-impact recovery and community development grant programs. Your focus will be on ensuring all program activities meet federal and state standards while delivering outstanding, customer-focused service to local grants, partners, and stakeholders. You will shape program strategy, oversee grant administration, and ensure public funds are invested responsibly. Key Responsibilities:- Leadership & Performance Management: Cultivate a collaborative, engaged, and high-performing team culture that fosters knowledge sharing, integration, and ongoing improvement.
- Program Delivery & Assessment: Oversee comprehensive grant tracking and reporting systems. Ensure that financial documentation is precise, timely, and compliant with program requirements.
- Program Supervision: Develop, implement, and continuously improve program manuals, policies, standard operating procedures, and internal controls to support consistent program administration.
- Program Implementation & Policy Expertise: Act as a subject matter expert on program requirements. Skillfully read, interpret, and apply statutes, regulations, and policy directives. Provide invaluable policy guidance to both internal and external partners.
- Technical Assistance & Support: Offer prompt and clear guidance to grantees on fund requests, budget adjustments, compliance obligations, and program operations.
- Financial & Contract Oversight: Enhance procurement and contract management processes while ensuring financial monitoring aligns with DHCD's strategic priorities.
This position is telework-eligible and adheres to the Commonwealth of Virginia's telework policy 1.61. Minimum Qualifications• Exceptional skills in data collection, management, and analysis, enabling insightful data interpretation, comprehensive report compilation, and informed recommendations using relevant software.
• Skilled in preparing and delivering technical presentations, providing complex technical assistance, and designing impactful training workshops, facilitating capacity-building efforts.
• Strong skillset in forging strategic partnerships and fostering collaboration amongst stakeholders, enhancing program effectiveness.
• Excellent communication and organizational skills, adept at managing multiple priorities with a focus on problem-solving and analytical thinking.
• Progressive supervision experience: to include demonstrated experience in directing, supervising, and evaluating professional staff.
• Considerable grants management expertise: to include prior experience managing federal or state housing/community development grants of significant scale (e.g., multimillion-dollar portfolios).
• Considerable compliance oversight experience: to include experience in grants management, contract management, compliance monitoring, and program budgeting.
