Full Job Description
Location: Lexington Park, MD (Hybrid)
Position: Program Financial Analyst

Overview: ITC Defense is seeking a Program Financial Analyst to support the SYSCOM Security Cooperation Office (SSCO) and its financial management efforts. This position supports effective management of program resources and provides financial insight to support sound fiscal decision-making and successful program execution.

Responsibilities
  • Manage one-year appropriations throughout the fiscal lifecycle, including receipt, allocation, execution, tracking, reconciliation, and closeout.
  • Develop, monitor, and maintain program budgets in CSPT.
  • Track expenditures, obligations, and commitments and maintain accurate financial records and ledgers.
  • Monitor management reserve balances, identify financial issues and trends, and recommend adjustments as needed.
  • Analyze financial data and execution rates to identify risks, opportunities, and areas requiring corrective action.
  • Prepare financial recommendations related to fund allocations, realignments, spend plans, and execution strategies.
  • Utilize Navy ERP and the AMS Suite, including CSPT and PMT, to support financial transactions, budget planning, funds distribution, program tracking, reconciliation, and reporting.
  • Coordinate with program managers, budget and comptroller personnel, and other stakeholders on financial matters.
  • Prepare financial reports, spreadsheets, dashboards, and briefing materials while supporting fiscal compliance, internal controls, audit readiness, and year-end closeout activities.
  • Other duties as assigned.
Minimum Qualifications
  • Active or Interim U.S. Secret security clearance, or ability to obtain and maintain a Secret security clearance.
  • Master's degree from an accredited college or university and 10+ years of relevant professional experience in Foreign Military Sales (FMS), logistics, program management, acquisition, financial analysis, technical analysis, business analysis, or a related field.
  • Experience in business financial management and budget analysis.
  • Experience managing one-year appropriations and cradle-to-grave funds execution and oversight.
  • Experience developing, monitoring, and maintaining budgets using CSPT.
  • Experience tracking expenditures, reconciling financial records, and monitoring management reserve.
  • Experience analyzing financial data and developing financial recommendations related to program execution.
  • Experience using Navy ERP for financial transactions, reconciliation, and reporting.
  • Experience using the AMS Suite, including CSPT and PMT, for budget planning, funds distribution, program tracking, and reporting.
  • Ability to work onsite in Lexington Park, MD.
Preferred Qualifications
  • Experience supporting financial operations within the Department of the Navy or Department of War.
  • Experience supporting financial audits and maintaining compliance with established financial policies and controls.
  • Experience presenting financial information to leadership and other senior stakeholders.
  • Strong analytical, organizational, and problem-solving skills.

For individuals assigned and/or hired to work in Maryland, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Maryland and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $70,000.00 - $95,000.00 annually.
