Full Job Description
Procon is seeking an experienced Program Executive to provide executive leadership, strategic direction, and corporate oversight for a large, complex capital program encompassing planning, design, construction, commissioning, security, occupancy, and closeout.

This senior leadership role will serve as the primary executive representative responsible for program governance, organizational alignment, resource deployment, stakeholder engagement, and overall program performance. The Program Executive will ensure the program has the leadership, technical expertise, staffing capacity, and corporate resources necessary to successfully deliver multiple concurrent projects while maintaining clear accountability between executive oversight and day-to-day program management.

Requirements

Qualifications and Skills

  • Bachelor's degree in Engineering, Architecture, Construction Management, Business, or a related field.


  • Minimum of 20 years of progressively responsible experience in program management, construction, engineering, infrastructure, or major capital program delivery.


  • Minimum of 10 years of senior leadership or executive management experience.


  • Demonstrated experience providing executive oversight for large, complex, multidisciplinary capital programs.


  • Proven ability to lead and support diverse technical, operational, and program management teams.


  • Strong executive-level communication, leadership, negotiation, decision-making, and stakeholder-management skills.


  • Ability to identify and address high-level program risks, resource needs, and organizational challenges.


  • Ability to travel as required.


Preferred Qualifications:
  • Master's degree in a related discipline.


  • PE, RA, CCM, PMP, PgMP, or comparable professional credential.


  • Experience supporting federal, aviation, mission-critical, secure, or highly complex facilities.


  • Experience with collaborative, alternative, or progressive project delivery methods.


  • Experience providing executive oversight for capital programs valued at $500 million or greater.


  • Current or previous security clearance or eligibility to obtain a security clearance.


Responsibilities and Duties

  • Provide executive leadership and strategic direction for a major, multi-project capital program.


  • Establish organizational accountability and ensure program leadership has access to appropriate corporate, technical, and operational resources.


  • Provide executive oversight of program governance, staffing, risk management, commercial strategy, and overall delivery performance.


  • Maintain strong relationships with executive stakeholders, consultants, contractors, regulatory agencies, and other program partners.


  • Monitor program performance across scope, budget, schedule, quality, safety, security, commissioning, occupancy, and closeout.


  • Anticipate staffing and technical resource requirements and ensure appropriate resources are available before program demand increases.


  • Support the resolution and escalation of high-impact program issues, risks, and strategic decisions.


  • Oversee succession planning, employee retention, recruiting, and surge staffing strategies to maintain program continuity.


  • Review significant program decisions and recommendations before presentation to executive leadership.


  • Mentor and support program leadership while maintaining clear roles, decision-making authority, and accountability structures.


  • Promote a culture of quality, ethics, compliance, safety, collaboration, and continuous improvement.


  • Capture lessons learned and support the development of repeatable best practices for future complex program delivery.


Physical Requirements

This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:

  • Walking and standing for extended periods while performing site observations and inspections.


  • Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.


  • Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.


  • Accessing mechanical, electrical, utility, process, and other construction areas as required.


  • Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.


  • Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.


  • Occasionally lifting and carrying up to 25 pounds
