The Opportunity:Tetra Tech is currently seeking an experienced Program Director to provide oversight in support of the Puerto Rico Public Housing Administration's (PRPHA) Program Management Services for Permeant Works Program (FEMA). The Program Director serves as the senior leader responsible for the overall direction, performance, coordination, and successful delivery of all Program Management services under the contract.
Position Summary:The Program Director will act as the primary executive liaison between the Program Management Firm and the Puerto Rico Public Housing Administration (PRPHA), ensuring projects are completed in compliance with FEMA, HUD, and PRPHA requirements.

- Provide overall leadership, strategic direction, and management oversight for program activities.
- Serve as the primary point of contact between the Program Management Firm and PRPHA for program-level matters.
- Oversee and coordinate the performance of all key staff assigned to the program.
- Monitor program performance, schedules, budgets, risks, issues, priorities, and deliverables.
- Ensure assigned projects are executed in accordance with PRPHA objectives, contract requirements, and regulatory standards.
- Oversee implementation of project controls, reporting systems, document management processes, risk management programs, and performance monitoring systems.
- Review significant program risks, issues, and challenges and provide recommendations to PRPHA leadership.
- Coordinate with PRPHA, Oversight teams, Management Agents, consultants, designers, contractors, government agencies, and other stakeholders
- Ensure compliance with PRPHA policies and procedures, including Project Procedures 5000 through 5014.
- Ensure compliance with applicable federal requirements related to FEMA and HUD-funded programs, including 2 CFR Part 200.
- Prepare and deliver executive-level reports, recommendations, presentations, and program updates to PRPHA leadership.
Required Qualifications:- Bachelor's degree from an accredited university in either Engineering, Architecture, Construction Management, Project Management, Business Administration, or a related field.
- Minimum ten (10) years of professional experience in Program Management, Project Management, Construction Management, Disaster Recovery, Infrastructure Programs, Housing Programs, Similar large-scale capital improvement initiatives.
- Experience working with municipal governments, public agencies, housing programs, or community development initiatives.
- Fluency in English and Spanish, including the ability to prepare professional documents and presentations in both languages.
Preferred Qualifications:- Experience managing federally funded programs.
- Knowledge of FEMA Public Assistance programs and processes.
- Experience with HUD-funded projects and compliance requirements.
- Demonstrated success leading multidisciplinary teams and large, complex recovery or infrastructure programs.
Physical Requirements:All candidates must be in Puerto Rico to be considered for the position.
Work Environment / Environmental Factors:This is an on-site position with intermittent travel to job sites or client meetings on the island.
Compensation:The salary range for this position is $135,000 - $140,000 (depending on experience). The base salary range represents the low and high end of the compensation scale for this role. Actual salaries will be determined based on location, experience, responsibilities, and qualifications.
