Program Chief Engineer - ESOC / EMU (Onsite)

Seeking an enthusiastic and driven Program Chief Engineer (PCE).  In this role, you’ll combine strong technical expertise with exceptional project leadership to guide multidisciplinary teams.  This position requires strong interpersonal and communication skills (both verbal and written), technical experience, and the ability to work as a cross-functional team leader.  Direct communication with customers, primarily NASA, will be required at times. You will manage projects that produce components which meet stringent operating requirements and provide extraordinarily high reliability. The PCE has primary accountability for meeting technical requirements and scope for the program, including engineering costs and schedule commitments, and serves as the primary technical execution interface. The PCE is the single Engineering point of contact accountable for leading all Engineering activities, cost and schedule on the program.

This is an ONSITE position based out of Johnson Space Center in Houston, TX or our Collins Aerospace Facility in Windsor Locks, CT.

What You Will Do:

  • Ensure overall Engineering execution within the program, having decision authority over Engineering activities
  • Analyze, identify, and address execution problems, recommend and implement resolutions to ensure the successful completion of project(s)
  • Manage overall budget and schedule for program tasks, working closely with the engineering discipline organizations to review program execution on a periodic basis to ensure meeting schedule and cost
  • Develop executable Estimates at Completion (EAC) for the program in collaboration with the responsible Engineering Cost Account Managers
  • Ensure staffing forecasts are accurate and up to date, and work with Engineering discipline organizations to ensure appropriate staffing is assigned – local, distributed and/or supplier
  • Provide oversight and review all program metrics for engineering, ensuring application of Technical Performance Measures (TPMs) across the program as a means for measuring technical progress and assessing risk
  • Oversee and manage Risks and Opportunities across the program, leveraging the enterprise to mitigate key risks and capture opportunities
  • Ensure effective engineering management of suppliers in accordance with subcontractor statement of work, requirements specifications, and engineering processes
  • Provide accurate and timely status reports to Program and Engineering organizations
  • Mission Evaluation Room support
  • Be able to lead team and mentor when needed

Qualifications You Must Have:

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
  • This position is considered safety sensitive in accordance with NASA Guidelines. Candidate will be subject to drug and alcohol testing per NASA’s regulation SUBPART 1835.5 Drug- Free Workforce

Qualifications We Prefer:

  • 10 years relevant experience as a Technical Program Manager, Program Engineer, Project Engineer, or Integrated Product Team (IPT) Lead
  • Working knowledge of multiple engineering disciplines with a strong focus on program management and program recovery
  • Working knowledge of Earned Value Management System (EVMS)
  • Experience in Risk and Opportunity management
  • Demonstrated ability to interact effectively with multidisciplinary teams of system    design professionals including systems, electrical, mechanical, software, and logistics engineers
  • Demonstrated ability to improve predictability on cost and schedule for deliverables across large complex programs.
  • Experienced in delivering human rated hardware for space applications
  • PMP

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
