Description

Tyto Athene is seeking a Senior Program Analyst to support a Government Program Management Office in Suitland, MD.

Responsibilities:
  • Provide multi-disciplined program support to Govt CTO and other Program Managers, including project management, technical analysis, acquisition support, scheduling/planning, financial management/budgeting, contracts management, logistics, milestone reviews, and quality management.
  • Provide specialized support for advancing future technologies, advanced architecture designs, concept of operations, and process improvements. Assess emerging technologies and quantify current system performance to recommend options for future system enhancement.
  • Interface with Technical Design Agent (TDA) and In-service Engineering Agent (ISEA) teams to provide systems engineering, research, development, test & evaluation (RDT&E) support for sensor and augmentation equipment on deploying Navy platforms, including operational requirements, design reviews, and lifecycle support.
  • Manage stakeholder communications between the Program Office and resource sponsors, technical/design agents (field and R&D activities, test facilities, labs, vendors), platform Type Commanders, and other government agencies.
  • Remain current with emerging technologies (AI, ML, HCI, Cybersecurity, etc.) by using industry best practices and applying innovative designs with systems and applications.


Qualifications

Required:
  • Bachelor's Degree in technical, management, or related discipline.
  • Five (5) years of experience supporting DOW program acquisition, lifecycle support, development, testing, and IT project management support.
  • Ability to use data analytics and tools (e.g., AI tools) to leverage program metrics, budget execution data, and schedules (via analyzing CSV exports) to rapidly identify trends, cost variances, and programmatic risks.
  • Experienced in process improvement practices applying AI and other tools to alleviate bottlenecks, rework, and redundancies. Adept at streamlining program lifecycle dependencies to produce AI-enabled routines and deliverables.
  • Ability to craft precise, structured prompts and utilize Retrieval-Augmented Generation (RAG) capabilities to interrogate program documents, extract insights, and generate accurate, mission-relevant deliverables.
  • Excellent communication skills (written and oral), able to effectively interact with customers, partners, and associates at all levels.
  • Ability to multitask in support of numerous projects with a demanding workload.
  • High proficiency with MS Office Suite, AI integration, and databases.

Desired:
  • Former DOD (military or civilian) experience.
  • Understanding of DOD's processes for designing/deploying technical systems.
  • Completion of various Project Management and IT coursework/certifications.

Clearance:
  • Current active TS/SCI clearance (must have current SSBI) as reported in DISS.

Location:
  • Work is located 100% on government site (no telework).


Compensation:
  • Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between 120,000 - 140,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
