The Air Force Civilian Service (AFCS) is looking for a full-time Program Analyst, GG 0343-13, to serve as a Program Analyst for the Secretary of the Air Force, Concepts, Development, and Management Office - Mission Partner Capabilities Office (SAF/CDMX), AF Concepts, Development & Management Office, Fort Washington, Maryland.
Salary range: $121,785 - $158,322 based on experience.

Qualifications/Requirements:
In the position, you will serve as a highly analytical and collaborative Program Analyst to serve as a United States (US) Battlefield Information Collection and Exploitation System (BICES) Requirements Analyst. This position heavily emphasizes cross-organizational coordination and comprehensive program planning. In this role, you will analyze, develop, and document detailed operational and system requirements in accordance with defined processes. The primary focus of this position is active coordination to synchronize requirements for the Intelligence Community, Combatant Commands, and foreign partners. Additionally, the position supports long-range planning efforts by developing detailed schedules and adapting strategies to changing environments. This includes shaping strategic inputs for the Future Year Defense Plan (FYDP) and integrating key requirements into the annual Program Objective Memorandum (POM). Ultimately, you will resolve daily challenges to ensure capability needs are successfully delivered to warfighters. Additional Requirements & Skills:
This is a Mission Essential & Key Position. Active Guard and Reserve personnel are not qualified.
The employee must sign an Air Force-wide mobility agreement.
Knowledge of Department of War (DoW) Planning, Programming, Budgeting & Execution (PPBE) and policy, procedures, and schedules for developing POM, BES, as well as methods for developing budget forecasts and financial exhibits.
Knowledge of military program goals, the sequence and timing of key operational events, and the relationship of entities involved in overall program planning.
Knowledge of DoW and Joint Staff organizations, operational capability requirements development processes, and the Joint Capabilities Integration and Development System (JCIDS).
Knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of plans and programs utilizing diverse intelligence support structures.
Ability to plan and organize studies or projects and negotiate effectively with management to implement recommendations involving substantial resources.
HIGHLY DESIRED EXPERT KNOWLEDGE:
Education and/or experience with the Management and Program Analysis series relative to Research, Development, Testing and Evaluation
Experience functioning as a Contracting Office Representative (COR)
IT Infrastructure Library
Skills in Capability Development
