Serves as an Office of the Assistant Secretary of War for International Armaments Cooperation (OASW(IAC)) subject matter expert for international armaments cooperation and defense sales, including Foreign Military Sales and Direct Commercial Sales. Incumbent typical work assignments may include the following: • Advises senior leadership on international armaments cooperation and defense sales, including Foreign Military Sales (FMS) and Direct Commercial Sales (DCS), as well as on policy governing arm transfers, technology release, and industrial collaboration. • Analyzes and implementation of restructuring organizations, processes, and workforce to optimize mission integration with USW(A&S) and the Warfighting Acquisition System. • Drives international defense industrial base and security cooperation strategy. Continually assesses aggregated U.S. and foreign demand for U.S. capabilities via data collection and analysis and provides strategic analysis of leveraging foreign capital investments through arms transfers and defense sales to bolster the U.S. defense industrial base. • Supports the Coalition Warfare Program (CWP) and increases exportability of systems early in the acquisition life cycle through Defense Exportability Features (DEF) Program. • Conducts analysis and concept development to stimulate new cooperation between U.S. and partner nations and continues process improvements to increase coalition interoperability and effectiveness. Qualifications In order to qualify for this position, you must meet the requirements described below. You may qualify at the NH-IV level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-IV (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to (1) Advising senior leadership on international armaments cooperation, technology transfer, and foreign disclosure policies; (2) Executing international cooperation initiatives and integrating exportability design features early in the acquisition life cycle to enhance coalition interoperability; (3) Formulating security cooperation strategies to leverage foreign capital investments to bolster the defense industrial base; AND/OR (4) Conducting analysis and due diligence on international manufacturing sites for priority supply chains. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
