Summary

About the Position:

This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).

This position may be eligible for situational telework as determined by the agency policy.

Duties

Help

  • Provide technical leadership for assigned MCFP program evaluation and research activities, ensuring efforts are aligned with organizational priorities and produce evidence to inform policy, program oversight, and strategic decision-making.
  • Develop and manage research and program evaluation projects in collaboration with internal and external stakeholders and research partners to address emerging issues, evaluate program effectiveness, and support organizational priorities.
  • Provide expert advice to program managers and leadership on research design, program evaluation, and the application of research findings to improve policies, programs, and services supporting Service members and their families.
  • Analyze research findings, demographic data, and emerging social and military trends to identify emerging issues and opportunities.
  • Develop evidence-based recommendations, executive briefings, issue papers, and other decision-support products for senior leadership.
  • Provide oversight of assigned research and program evaluation activities to ensure methodological rigor, policy relevance, and the timely delivery of high-quality research products.
  • Establish and maintain collaborative partnerships with internal and external stakeholders to advance research priorities, strengthen program evaluation efforts, and communicate research findings to leadership and other key audiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

GS-14 Specialized Experience: One year of specialized experience which includes leading military family research and program evaluation activities to assess program effectiveness and inform policy and strategic decision-making, including providing expert advice to senior leaders, and collaborating with internal and external stakeholders on research and evaluation initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
