Program Analyst (0038)

OCT is looking for a Program Analyst to one of our national security clients. The position is primarily remote but requires visits into the office for special events and client meetings.

Role:
    • Governance Support & Executive Briefings: Facilitate recurring program governance forums, leadership reviews, and stakeholder meetings. Responsible for preparing executive-ready slide presentations, comprehensive agendas, read-ahead packages, and detailed meeting minutes.
    • Dashboard & Performance Metrics Management: Administer, update, and maintain interactive data dashboards and Key Performance Indicators (KPIs) to ensure project progress is visible and clear. Verify that data-feed tracking and visualization logic remain accurate and repeatable.
    • Action Tracking & Decision Logging: Establish and manage formal decision logs and action-item tracking databases. Monitor open actions, track suspense dates, and document resolution evidence to maintain program accountability.
    • Risk & Issue Management Support: Coordinate with the planning team to maintain the project's risk, issue, and dependency registers. Document, classify, and track operational risks, roadblocks, and cross-functional dependencies through to their mitigation, acceptance, or escalation.
    • Schedule Support & Operations Continuity: Act as a primary backup and support resource for the program's master scheduler. Assist in reviewing, updating, and maintaining project schedules to ensure continuous operation and delivery.
    • Records & Knowledge Management: Maintain configuration control over program deliverables and files, ensuring all shared assets and trackers are organized in an intuitive and easily accessible project repository.

Requirements

Qualifications:
  • Professional Experience: Minimum of 5+ years of progressive experience in program analysis, project management support, management consulting, or business operations.
  • Security Clearance: Must possess an active Secret security clearance (or higher) and maintain eligibility throughout the duration of the contract.
  • Citizenship: Must be a U.S. Citizen.
  • Technical Tool Mastery:
    • Advanced Power BI skills for data visualization, dashboard design, and maintaining underlying data connections.
    • Microsoft Project proficiency to support schedule updates, baseline maintenance, and timeline analyses.
    • Expertise in enterprise collaboration tools, including SharePoint, Jira, Confluence, and MS Teams.
  • Familiarity with Planning Standards: Practical knowledge of standard project scheduling guidelines and best practices (e.g., industry-standard schedule health and assessment criteria).
  • Communication & Presentation: Demonstrated capability to distill complex technical, administrative, or planning issues into concise, clear, and "decision-ready" briefs tailored for senior-level leadership consumption.
  • Location: Must be able to commute within the DC Metro Area (Quantico, VA) as requested.
