Full Job Description
Position Summary

The Professional Engineer (Water Resources) assists in all matters pertaining to water resources, including coordinating raw water pumping operations, monitoring lake and river levels, and maintaining water accounting plans. Acts as a project manager for assigned projects and studies in the Water System. Responsible for quality control review of Water System projects managed by the Engineering department. Generates and maintains assigned operational and regulatory reports and supports regulatory permitting activities. Investigates challenges and offers solutions to optimize operation of the Water System.

Job Responsibilities

  • Acts as liaison between Water Resources and multiple internal departments including Water and Wastewater Operations, Engineering & Permitting, Environmental, Controls (SCADA), Information Technology, Procurement and Finance.
  • Participates in Engineering design meetings, studies and construction progress meetings managed by the Engineering department as needed.
  • Reviews studies, designs plans prepared by others for completeness and accuracy as a quality control function.
  • Generates assigned operational and regulatory reports such as raw water accounting plans, Water Consumption Reports and TCEQ Surface Water Reports.
  • Assists with administration and management of water supply permits and contracts.
  • Assists with the coordination and implementation of operational procedures related to the Raw Water Operations Plan and the Water Resource and Emergency Management Plan.
  • Assists with regulatory permitting activities for existing and new water supplies.
  • Serves as project manager for assigned projects and studies in the Water System.
  • Collects, analyzes and maintains Water System data and other information for distribution to NTMWD staff and outside entities.
  • Assists in preparation of the Water System's annual budgets.
  • Participates in the development and implementation of strategic Water System initiatives.
  • Serves as a liaison with the public, Member and Customer Cities, prospective water customers, and regulatory regional partners as requested.
  • Presents information on Water System activities to various internal and external groups as requested.
  • Performs other duties as assigned.

Job Requirements

Education & Experience:
  • Bachelor of Science degree in Civil Engineering, Environmental Engineering or other related field.
  • Professional Engineer (P.E.) licensed in the State of Texas.
  • Experience reading and interpreting technical documents.
  • Prior experience or familiarity with scheduling, modeling software, GIS and/or design software platforms such as Autocad preferred.
  • Requires a valid Texas Driver's License.

Knowledge, Skills & Abilities:
  • Understanding of water principles and processes.
  • Proficiency in use of Microsoft Office Suite of products including Word, Excel and Powerpoint.
  • Ability to maintain positive and productive relationships and communicate clearly with internal and external stakeholders.
  • Action oriented, supportive and positive attitude, who motivates and listens to others, is flexible, and adapts to the needs of the team to maintain effective working relationships with others to solve problems.

Environmental and Physical Working Conditions

Driving a District vehicle for business will be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state.

Moderate physical labor and considerable mental attention required with some eyestrain. Generally working indoors with some outdoor visits to work-sites with varying environmental conditions. Considerable time can be spent viewing a computer screen, design plans, specifications reports, contracts, permits, data, and correspondence. Time will be spent at construction sites, traversing rough terrain, climbing stairs and ladders to access structures. Equipment used includes calculators, computers and some field survey equipment.
