DESCRIPTION OF WORKThis position focuses on leading IT procurement projects from planning through completion while ensuring quality and compliance. You will have the opportunity to support project teams, guide documentation development, and help strengthen procurement processes. As a Procurement Specialist 4, you will perform the following duties:
- Project Leadership: Manage procurement efforts from early planning through contract approval
- Stakeholder Collaboration: Coordinate with business, technical, legal, and fiscal experts to develop strong procurement materials
- Requirements Analysis: Gather and review information to understand customer needs and shape competitive documents
- Timeline Management: Develop schedules, identify risks, and ensure activities remain on track
- Process Improvement: Recommend better methods and practices to increase efficiency and quality
- Quality Review: Evaluate procurement documents to ensure accuracy and compliance

Work Schedule and Additional Information:- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week upon successful completion of the initial training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONSMinimum Experience and Training Requirements:- One year as a Procurement Specialist 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Three years of professional experience performing contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; or
- An equivalent combination of experience and training.
Additional Requirements:- You must possess at least three years of professional IT experience that includes one year of experience leading or coordinating IT projects.
- You must possess at least one year of experience managing IT projects using established project management methodologies (e.g., Agile, Scrum, Waterfall, Hybrid).
- You must be able to perform essential job functions.
Preferred Qualifications (not required):- Experience developing project plans, schedules, and status reports
- Experience coordinating cross-functional teams and stakeholders
- Experience using project management tools such as Microsoft Project, Jira, Azure DevOps, or similar applications
- Bachelor's degree in Information Technology, Management Information Systems, Business Administration, Project Management, or a related field
