Role Summary

The Procurement Manager assists in establishing strategies and plans for the acquisition of materials and services to support the execution of projects. The position applies best-practice sourcing techniques and expertise to optimize quality, cost and timely delivery. This position will also develop, negotiate, maintain and expand major vendor / supplier relationships; taking measures to ensure consistent service to JE Dunn and initiating intervention measures when necessary. All activities will be performed in support of the strategy, vision and values of JE Dunn.

Key Role Responsibilities - Core

PROCUREMENT MANAGEMENT FAMILY - CORE
  • Engages project teams to identify key supply and material categories, identifies suppliers and vendors, and develops an engagement strategy based on scope and scale.
  • Develops supplier / vendor performance management processes in collaboration with Risk Management, Legal and project teams, and uses performance data to propose supplier / vendor intervention actions.
  • Negotiates pricing agreements and contracts with identified suppliers and vendors.
  • Plans and leads strategic sourcing events such as bulk purchases, major RFx's, etc.
  • Develops industry specific "best practice" knowledge base and communicates broadly through lunch & learns, small wins, and other avenues.
  • Uses data insights to identify opportunities and takes appropriate steps to engage project teams.
  • Proposes support plans including but not limited to initial setup support, commodity purchases, tactical support, chargeability targets.
  • Collaborates with project teams to develop forms, criteria, and processes for project support (general conditions, divisions, etc.).
  • Leads process improvement initiatives with project teams, IT, and other end users.
  • Leads training topics related to procurement tools and processes with end users.
  • Provides support and maintenance of service provider and supplier / vendor agreements.
  • Reviews scope of work documents to determine the procurement requirements of the project.
  • Serves as subject matter expert for sourcing and procurement practices.

  • Ability to perform work accurately and completely, and in a timely manner

  • Ability to monitor supplier / vendor performance tied to agreements, contract terms, etc.
  • Ability to read and understand construction contracts - Intermediate
  • Ability to read and understand project specifications, plans, and other project documents - Intermediate
  • Excellent time management and prioritization skills
  • Proficiency in required construction and/or procurement technology
  • Knowledge of specific trades and scopes of work
  • Ability to build relationships and collaborate within a team, internally and externally


Education

  • Bachelor's degree in supply chain, economics, engineering, business, construction management or related field (Required)
  • In lieu of the above requirements, equivalent relevant experience will be considered.


Experience

  • 5+ years procurement or supply chain management experience (Required)
  • 3+ years experience negotiating contracts with suppliers / vendors (Preferred)
  • 3+ years construction equipment, supplies, and materials experience (Preferred)


Working Environment
  • Must be able to lift up to 10 pounds
  • May require periods of overnight travel
  • Must be willing to work non-traditional hours to meet business needs
  • Normal office environment, but may be exposed to extreme conditions (hot or cold)
  • Frequent activity: Sitting, Viewing Computer Screen
