Procurement Manager (Marketplace Operations)Position OverviewActioNet is seeking an experienced Procurement Manager to lead the planning, implementation, governance, and continuous improvement of an Enterprise Marketplace supporting technology products and services in a Federal environment. This role serves as a strategic liaison between customers, suppliers, OEMs, service providers, acquisition stakeholders, and delivery teams to ensure compliant, efficient, and customer-focused procurement operations. The Procurement Manager will oversee supplier relationships, marketplace governance, procurement strategy, operational performance, and process optimization while supporting organizational growth and mission success.
Supplier & Vendor Management- Establish, develop, and maintain strategic relationships with suppliers, OEMs, VARs, and service providers
- Lead supplier onboarding, qualification, performance monitoring, and remediation activities
- Negotiate contracts, pricing agreements, and service terms to achieve favorable business outcomes and volume-based savings
- Develop supplier scorecards and monitor vendor compliance with contractual and organizational requirements
Procurement Planning & Marketplace Operations- Assess organizational and customer requirements, forecast demand, and develop procurement strategies that align with business objectives
- Define, maintain, and govern service catalogs, approved offerings, vendor information, and operational documentation
- Manage the request-to-fulfillment lifecycle, including intake, validation, approval routing, procurement support, order fulfillment, invoicing, and lifecycle tracking
- Support marketplace adoption by improving operational processes and customer experience
Cost Optimization & Performance Management- Analyze purchasing trends, spend data, supplier performance, and marketplace metrics to identify cost-saving opportunities
- Implement initiatives to reduce procurement cycle times, improve operational efficiency, and enhance service delivery
- Develop and maintain operational dashboards, reports, and performance metrics
- Monitor marketplace performance and recommend improvements that drive value and customer satisfaction
Team Leadership & Cross-Functional Collaboration- Lead, mentor, and develop procurement personnel and support staff
- Collaborate with technical, business, finance, legal, acquisition, and program teams to ensure successful marketplace operations
- Facilitate stakeholder engagement sessions, governance reviews, and operational planning activities
- Develop standard operating procedures, training materials, and knowledge management resources
Project & Program Support- Support the launch of new marketplace offerings, technology services, and procurement initiatives
- Gather and document business requirements and collaborate with technical teams to improve workflows and automation capabilities
- Participate in testing, validation, and implementation of marketplace enhancements
- Coordinate activities that support new programs, customer requirements, and enterprise procurement objectives.
Compliance & Risk Management- Ensure compliance with Federal acquisition regulations, agency policies, organizational procedures, and governance requirements.
- Identify and mitigate procurement, supplier, operational, and supply-chain risks.
- Ensure audit readiness through accurate documentation, reporting, and process controls.
- Support governance activities and continuous improvement initiatives to strengthen marketplace operations.
- Promote adherence to approved purchasing system guidelines for Federal purchases, including proper documentation, authorization, competitive sourcing, clause flowdowns, and purchasing controls (FAR/DFAR).
Required Qualifications- Bachelor's degree in Business Administration, Supply Chain Management, Procurement, Information Technology, Public Administration, or related field.
- 8+ years of experience in procurement, acquisition, supplier management, marketplace operations, service delivery, or related operational programs.
- Experience supporting Federal Government, Department of War, or highly regulated environments.
- Demonstrated experience negotiating contracts and managing supplier relationships.
- Experience managing procurement processes, service catalogs, vendor onboarding, and operational governance programs.
- Knowledge of approved contractor purchasing system requirements and the ability to follow established purchasing policies, procedures, and guidelines for Federal procurement actions (FAR/DFAR).
- Active Secret Clearance or ability to obtain and maintain one.

Salary up to $193,000, depending on qualifications, including relevant certifications, education, years of experience, and demonstrated experience supporting Federal Government programs within the field. Candidates with specialized expertise, industry-recognized certifications, and strong Federal contracting experience may be considered at the higher end of the range.
