Job Responsibilities

The Procurement Manager provides advice and assistance to agency leaders and departments in the complex acquisition and procurement of goods and services. Serves as the primary liaison between SCOR, the Department of Admin's Procurement Services, and the OSE. Plans and monitors the daily and long term procurement actions. May serve as the lead for an agency level procurement. Ensures agency compliance on all purchases, acquisitions, and procurements. Coordinates and assist in the conduct of pre-bid conferences. Assists in the selection process of awards. Develops agency procurement policies and procedures. Advises and assists directors in determining the best acquisition method for securing desired goods or services. Responsible for creating shopping carts in the South Carolina Enterprise Information System (SCEIS), obtaining vendor quotes. procurement forms; and purchase of services and supplies. Conducts market research to evaluate and compare products and services to determine the best option to meet agency needs. Assists with bid openings, posting, updating, and reviewing procurement documents as needed. Responsible for maintaining the agency procurement tracking system, Assists in resolving internal and external procurement issues. Other job duties and responsibilities include but are not limited to:
• Advises and assists SCOR leaders and departments in developing solicitation requests for the acquisition of goods, services, or information technology at the most advantageous value within the guidelines of the Consolidated Procurement Code, regulations, and operating procedures in conjunction with Department of Administration's Procurement Services. Serves as the primary liaison between SCOR, the Department of Admin's Procurement Services, and the Office of the State Engineer (OSE). Develops the agency's procurement policies and procedures. Advises and assists directors in determining the best acquisition method for securing desired goods or services. Responsible for maintaining the agency procurement tracking system. Responsible for maintaining the agency procurement tracking system. Plans and monitors the daily and long-term procurement actions.
• Coordinates with SCOR project employees and the Department of Administration's Division of Procurement Services regarding need for and appropriateness of sole source or emergency selection methods. Ensures that awards are in compliance with SC Procurement Code, including advertisements in the SC Business Opportunities (SCBO). Responsible for creating shopping carts in the South Carolina Enterprise Information System (SCEIS), obtaining vendor quotes, procurement forms; and purchase of services and supplies. Assists in the selection process of awards. Conducts market research and analysis for requests and provides all necessary attachments, applying knowledge of procurement practices. Assists with evaluation of responses to procurements to ensure that offers are responsive and responsible.
• Coordinates with SCOR project employees and the Office of the State Engineer (OSE) regarding need for and appropriateness of procuring goods and services related to infrastructure projects, plans, studies or projects requiring specialized services. Advises SCOR employees on the best selection methods. Ensures awards are in compliance with SC Procurement Code and the OSE Manual for Planning and Execution of State Permanent Improvements. Assists in completing procurement forms and obtaining vendor quotes. Assists in the selection process. Conducts market research and analysis for requests and provides all necessary attachments, applying knowledge of procurement practices. Assists with evaluation of responses to procurements to ensure that offers are responsive and responsible.
• Ensures SCOR's compliance on all purchases, acquisitions, and procurements. As needed, negotiates terms and drafts final contract documents with guidance from the Admin Procurement or SFAA Procurement Services. Assists agency project managers in compliance by ensuring that contractor fully performs their contractual obligations. Resolves issues by working with all parties (SCOR team members, Admin Procurement, contractors and end-users) to clarify requirements of existing contracts and resolve misunderstandings. Serves as back up to the agency contractor negotiator and oversees Change Order Requests for proper contract administration.
• Serve as a Purchasing Card (P-Card) Coordinator for SCOR. Responsible for reviewing credit card transactions on a monthly bases, as well as, assisting cardholders with issues including Merchant Category Codes (MCC) declines or Single Transaction Limits (STL) changes. Review P-Card transactions for completeness to include receipts and financial codes. Lead Contact for SCOR with Admin's P-Card Administrator.
• As needed, serves as the agency lead for agency level procurements.

Minimum and Additional Requirements
A bachelor's degree and experience in procurement and contracts.

ADDITIONAL REQUIREMENTS:
  • Ability to identify and analyze factors related to the awarding of contracts.
  • Ability to train end users and communicate effectively.
  • Ability to serve as the project lead on a major agency level procurement.
  • In depth knowledge and experience in SC state government procurement processes and state procurement procedures.
  • Knowledge and experience with South Carolina Procurement Code including Office of State Engineer (OSE) forms and processes, as well as the OSE's Manual for Planning and Execution of State Permanent Improvements.
  • Must have and maintain a valid driver's license,
  • Position may require overnight travel and routine drivers' duties.
  • Working knowledge of general office procedures to include proficiency in operating computers and the Microsoft Office Suite.
  • Work is performed in an office environment, but travel and field work will be required in areas where there are some risks and hazards that are known, predictable and controllable.

Preferred Qualifications

  • A Bachelor's degree in business (non-specific) and two (2) years of procurement or contract management experience is preferred.
  • Experience in SC Government procurement using South Carolina Enterprise Information System (SCEIS) - Supplier Relationship Management (SRM) is preferred.
  • An in-depth knowledge and experience with the South Carolina Procurement Code and the Office of the State Engineer's (OSE) Manual for Planning and Execution of State Permanent Improvements is preferred.
  • Certified Professional Public Buyer (CPPB) is preferred.
