Job Description

Position Summary:
The Procurement Lead is responsible for managing strategic sourcing, procurement, and supplier relationship activities to support the organization's business operations. This role drives the procurement lifecycle from sourcing and contract negotiation through supplier performance management and cost optimization. The Procurement Lead partners closely with operations, maintenance, engineering, supply chain, and finance teams to ensure the timely and cost-effective acquisition of goods and services while maintaining compliance with company policies, contractual obligations, and industry standards.

Key Accountabilities:
  • Lead sourcing and procurement activities for materials, equipment, and services across the organization.
  • Develop and execute sourcing strategies to optimize cost, quality, delivery, and supplier performance.
  • Manage the end-to-end procurement process, including bid preparation, supplier evaluation, negotiation, contract execution, and purchase order management.
  • Define procurement process and system support requirements, partnering with internal stakeholders to improve tools, reporting, controls, and user adoption.
  • Liaise with materials management, logistics, operations, and suppliers to ensure reliable supply, address constraints, and mitigate risks related to shortages, lead times, delivery performance, and business continuity.
  • Establish and maintain strong relationships with strategic suppliers and service providers.
  • Negotiate commercial terms, pricing agreements, and contracts to maximize value and mitigate risk.
  • Collaborate with operations, engineering, maintenance, and project teams to understand business requirements and ensure procurement support aligns with operational objectives.
  • Monitor supplier performance and implement corrective actions when necessary to improve service levels and reliability.
  • Identify opportunities for cost savings, process improvements, and vendor consolidation initiatives.
  • Ensure procurement activities comply with company policies, regulatory requirements, and ethical business practices.
  • Support capital projects and operational initiatives through effective procurement planning and execution.
  • Analyze procurement metrics and prepare reports related to spend, supplier performance, contract compliance, and savings initiatives.
  • Maintain accurate procurement records and support internal and external audit requirements.


Qualifications

Education, Certificates, and Licenses:
  • Bachelor's degree in Supply Chain Management, Business Administration, Engineering, Finance, or a related field required.
  • Certified Professional in Supply Management (CPSM), Certified Supply Chain Professional (CSCP), or similar certification preferred.

Experience:
  • 7+ years of procurement, strategic sourcing, supply chain, or contract management experience.
  • Oil and gas industry experience preferred.
  • Experience developing procurement/category strategies that assure supply and price competitiveness.
  • Experience negotiating commercial agreements, supplier contracts, and service agreements.
  • Experience managing supplier relationships and resolving complex procurement challenges.
  • Experience with ERP systems such as SAP, Oracle, Ariba, Coupa, or similar procurement platforms.
  • Demonstrated success driving cost reduction, supplier performance improvements, and sourcing initiatives.
  • Experience supporting refinery, terminal, pipeline, manufacturing, energy, or other industrial operations preferred.

Knowledge, Skills, and Abilities:
  • Strong understanding of procurement principles, strategic sourcing methodologies, and contract management practices.
  • Knowledge of supplier management, sourcing strategies, procurement analytics, and purchasing best practices.
  • Strong negotiation, analytical, and problem-solving skills.
  • Ability to evaluate supplier capabilities, commercial terms, and operational risks.
  • Excellent communication and relationship-building skills with the ability to influence stakeholders at all levels.
  • Proficiency in procurement systems, Microsoft Excel, and spend analysis tools.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Strong project management and organizational skills. Demonstrated ability to identify process improvement opportunities and implement effective solutions.
