Job Summary/Basic Function About the position:The Procurement Director provides strategic leadership and operational oversight for all University procurement, contracting, sourcing, and supplier management activities. As a working director, the position is responsible for both the development of procurement strategy and the direct execution of complex purchasing, contracting, solicitation, negotiation, and supplier management activities. The Director ensures compliance with applicable laws, regulations, PASSHE requirements, and University policies while promoting operational efficiency, fiscal stewardship, risk management, and customer service. The position supervises procurement staff and serves as the University's primary resource for procurement and contractual matters. This position supervises procurement staff, including a Purchasing Agent.

Duties and Responsibilities Procurement Leadership and Administration- Direct and oversee all University procurement, sourcing, purchasing, contracting, leasing, and supplier management activities.
- Develop and implement procurement strategies, policies, procedures, internal controls, and performance measures that support institutional goals.
- Lead process improvements, technology initiatives, and operational enhancements to improve efficiency, compliance, and service delivery.
- Supervise, mentor, and evaluate procurement staff while fostering professional development.
Procurement Operations and Contract Management- Lead and participate in complex procurement activities involving goods, services, technology, construction-related services, and specialized equipment.
- Manage competitive solicitation processes, negotiations, contract administration, purchasing activities, and supplier relationships.
- Prepare, review, negotiate, administer, and maintain contracts, leases, memoranda of understanding, and other procurement-related agreements.
- Exercise delegated procurement and contract authority in accordance with University policy and maintain appropriate procurement and contract records.
Compliance, Risk Management, and Governance- Ensure compliance with federal, state, PASSHE, grant, Board of Governors, and University procurement requirements.
- Monitor procurement and contract activities to mitigate operational, financial, legal, and reputational risk.
- Serve as the primary liaison with legal counsel regarding procurement and contracting matters.
- Support audits, reporting requirements, public information requests, and institutional governance activities.
Financial, Asset, and Operational Support- Oversee the University's Purchasing Card Program and related compliance activities.
- Collaborate with Finance, Accounts Payable, Grants Administration, Information Technology, Facilities, and other departments to support operational needs.
- Manage leasing activities, asset acquisition and disposal processes, surplus property functions, and other assigned procurement programs.
- Support procurement and contracting needs for auxiliary and specialized operations.
Stakeholder Engagement- Serve as a trusted advisor to University leadership, faculty, and staff on procurement and contracting matters.
- Develop and deliver training and guidance related to procurement policies, procedures, systems, and compliance requirements.
- Represent the University in interactions with vendors, contractors, government agencies, PASSHE offices, and external partners.
- Participate on University committees.
- Perform other related duties as assigned.
Required Qualifications - Bachelor's Degree OR an equivalent combination of education, training, and experience, plus five years of progressive purchasing experience, including substantial experience purchasing a wide variety of goods and services for a large institution or government entity.
- Contracting experience.
- Supervisory experience.
- Excellent oral, written, interpersonal communication skills.
- Proficiency in Microsoft Office including Word, Excel, PowerPoint, Outlook.

- Successful interview.
Preferred Qualifications - Contracting experience encompassing all phases of facilities contract administration (professional services, construction contracting, material procurement).
- Knowledge of PASSHE contract requirements.
- Knowledge of Pennsylvania Labor and Industry regulations, PASSHE System Procurement Act 57 and Act 188, and a working knowledge of the PASSHE Facilities Contracting Policies and Procedures.
- Public procurement experience.
- Knowledge of construction compliance standards, PA Labor & Industry Guidelines, Labor Law Compliances including knowledge of prevailing wage laws and applications.
- Knowledge of SAP, SAP Business Intelligence and/or SAP Business Network.
