Procurement Cost & Compliance Senior Specialist

Job Title: Procurement Cost & Compliance Senior Specialist

Department: Supply Chain

Reporting To: Director

Location: Manteno, Illinois

Position Summary

The Procurement Cost & Compliance Senior Specialist is responsible for supporting procurement governance, cost control, pricing transparency, and compliance management across the organization. This role serves as an independent control function within the Supply Chain organization, focusing on supplier quotation evaluation, procurement compliance review, commercial term assessment, and Price Committee administration.

The position does not perform sourcing or purchasing execution activities. Instead, it provides oversight, analysis, and governance support to ensure procurement decisions are commercially reasonable, compliant, and aligned with company policies.

Key Responsibilities

Price Committee Administration

  • Coordinate Price Committee meetings and maintain meeting schedules.


  • Review submitted cases for completeness and policy compliance.


  • Prepare meeting materials, cost analysis summaries, and decision packages.


  • Record meeting minutes and track implementation of approved actions.


  • Monitor and report decision closure status and follow-up activities.


Supplier Quotation & Cost Analysis

  • Conduct supplier quotation reviews and cost reasonableness assessments.


  • Perform price benchmarking and market comparisons.


  • Analyze cost drivers, pricing trends, and supplier commercial proposals.


  • Support identification of cost-saving opportunities and procurement efficiencies.


  • Prepare cost analysis reports for management review.


Procurement Compliance Review

  • Review procurement requests for compliance with company policies and procedures.


  • Verify competitive bidding requirements, quotation documentation, and approval processes.


  • Identify compliance gaps and recommend corrective actions.


  • Support internal audits and procurement governance initiatives.


  • Assist in maintaining procurement control standards and documentation.


Contract & Commercial Review

  • Review commercial terms and pricing conditions in supplier agreements.


  • Verify consistency between approved quotations, purchase orders, and contracts.


  • Identify potential commercial risks and contract compliance issues.


  • Support contract governance and approval processes.


Supplier Price Database & Cost Transparency

  • Maintain supplier quotation records and pricing databases.


  • Develop procurement cost tracking and reporting tools.


  • Monitor historical pricing trends and supplier cost performance.


  • Improve procurement transparency through data analysis and reporting.


Risk Identification & Reporting

  • Identify procurement-related cost, compliance, and commercial risks.


  • Prepare periodic management reports and KPI dashboards.


  • Track corrective action implementation and effectiveness.


  • Escalate significant issues to management when necessary.


Qualifications

  • Bachelor's degree in Supply Chain Management, Business Administration, Finance, Accounting, Engineering, or a related field.


  • 3-5 years of experience in procurement, sourcing, cost analysis, supply chain analytics, contract management, internal audit, or manufacturing cost control.


  • Experience in manufacturing environments preferred.


  • Automotive, battery, energy storage, or industrial manufacturing experience preferred.


  • Strong analytical and problem-solving skills.


  • Advanced proficiency in Microsoft Excel and data analysis tools.


  • Experience working with ERP systems (SAP preferred).


  • Knowledge of procurement compliance, supplier quotation analysis, and commercial review processes.


  • Strong communication and stakeholder management skills.


  • Mandarin bilingual capability preferred.

The base pay range for this role is shown below, and will depend on your skills, qualifications, experiences, and location.
