Position Overview

We are seeking an experienced Procurement and Sourcing Leader to establish and lead the sourcing function for our Project & Development Services team (Construction). This role requires a procurement professional who can build scalable processes to manage 150-500 sourcing events annually across approximately 50 projects, meeting contractual requirements for competitive bidding on trades within commercial real estate construction. The successful candidate will develop account specific vendor management systems, maintain contractor performance data across the Americas, ensure vendor compliance and readiness, and establish trusted reporting protocols with client procurement teams. This leader will build the infrastructure that enables efficient, compliant sourcing while demonstrating transparency that earns client confidence and operational autonomy.

Key Responsibilities

Sourcing Process Development & Management
  • Design and implement comprehensive sourcing processes that meet contractual obligations requiring competitive bidding for all trades over account directed clip levels in the Americas.
  • Establish standardized workflows for sourcing events from initiation through vendor selection and contract award
  • Create sourcing event templates, evaluation criteria, bid packages, and selection methodologies appropriate for various trade types
  • Develop clear timelines and milestones for sourcing activities that align with project schedules
  • Manage 150-500 sourcing events annually (3-10 per project across ~50 projects) with efficiency and consistency
  • Be proficient at technology solutions and tools used to execute sourcing processes, suggest improvements that would improve cycle times
  • Ensure all sourcing activities comply with contractual requirements, client policies, and JLL standards
  • Create quality control checkpoints to verify sourcing integrity and documentation completeness

Vendor Management & Library Development
  • Build and maintain a comprehensive vendor library covering all design and construction vendors across North and South America in key client geographies
  • Utilize existing tools for vendor prequalification processes including financial review, insurance verification, safety record evaluation, and capability assessment
  • Utilize existing tools to ensure vendor documentation remains current including licenses, insurance certificates, bonding capacity, and compliance requirements
  • Maintain regional vendor databases organized by trade, geography, specialty, and capability
  • Segment vendors by project size, complexity, and regional coverage to enable efficient sourcing
  • Regularly update vendor information to ensure readiness for project deployment

Vendor Performance Management
  • Establish vendor performance evaluation frameworks measuring quality, schedule adherence, safety, cost management, and collaboration
  • Implement systematic performance tracking for all engaged vendors across the project portfolio
  • Collect performance feedback from project managers, superintendents, and client stakeholders
  • Create performance scorecards and dashboards providing clear vendor assessments
  • Maintain historical performance data enabling informed vendor selection decisions
  • Identify high-performing vendors for preferred status and underperforming vendors requiring improvement plans or removal
  • Conduct periodic vendor business reviews with key contractors
  • Use performance data to continuously refine and improve the vendor pool

Client Procurement Relationship & Reporting
  • Serve as primary liaison with client procurement teams, building trusted partnerships based on transparency and performance
  • Develop standardized reporting tools that provide clear visibility into sourcing activities, vendor selection, and procurement compliance
  • Establish regular reporting cadence (monthly, quarterly, or as required) with consistent formats and metrics
  • Create executive summaries and detailed reports showing sourcing event status, vendor awards, cost competitiveness, and compliance adherence
  • Proactively communicate sourcing strategies, challenges, and successes to client stakeholders
  • Present sourcing outcomes with supporting rationale demonstrating fair, competitive processes
  • Build client confidence through demonstrated procurement rigor, enabling greater operational autonomy for the PDS team
  • Address client procurement inquiries and concerns promptly with data-driven responses
  • Collaborate with client teams on continuous improvement opportunities

Compliance & Risk Management
  • Ensure all sourcing activities meet contractual obligations, client policies, and regulatory requirements
  • Maintain comprehensive documentation of sourcing events including solicitations, bids received, evaluation criteria, and selection justification
  • Implement conflict of interest protocols and ethical sourcing standards
  • Monitor vendor compliance with insurance, licensing, safety, and legal requirements
  • Identify and mitigate procurement-related risks including vendor capacity constraints, market conditions, and supply chain disruptions
  • Coordinate with JLL Legal, Risk Management, and Compliance teams on procurement matters
  • Conduct periodic audits of sourcing processes and vendor files to ensure compliance and quality

Market Intelligence & Strategic Sourcing
  • Monitor construction market conditions, trade contractor availability, and pricing trends across North and South America
  • Build relationships with trade associations, industry groups, and contractor networks
  • Identify emerging vendors and expand the contractor pool in underserved geographies or trades
  • Analyze sourcing outcomes to identify cost optimization opportunities and market trends
  • Develop category strategies for major trade groups (MEP, finishes, specialty systems, etc.)
  • Leverage volume across the project portfolio to negotiate favorable terms and pricing
  • Identify opportunities for panel agreements or preferred vendor arrangements where appropriate

Process Improvement & Technology
  • Continuously refine sourcing processes based on lessons learned, team feedback, and performance metrics
  • Implement procurement technology platforms to improve efficiency, transparency, and data management
  • Develop automation solutions for routine sourcing activities and vendor communications
  • Create self-service tools enabling project teams to initiate and track sourcing requests
  • Generate analytics and insights to inform strategic decisions and process improvements


Required Qualifications

  • Experience working with client procurement organizations and building trusted advisor relationships
  • Knowledge of construction contracting, insurance requirements, and risk allocation
  • Proficiency in procurement software, vendor management systems, and data analysis tools, preferably Jaggaer and Aravo.
  • Advanced Microsoft Excel skills and experience with reporting/analytics platforms
  • Understanding of procurement regulations, compliance requirements, and ethical sourcing principles

Preferred Qualifications
  • Experience managing sourcing across multiple countries and regions including Latin America
  • Background in principal project delivery or at-risk construction management
  • Familiarity with e-procurement platforms, sourcing tools, and contract management systems
  • Experience in client-facing roles requiring regular presentation and communication with senior stakeholders
  • Understanding of construction cost estimating and market pricing validation

Estimated compensation for this position:

103,600.00 - 117,925.00 USD per year

This range is an estimate and actual compensation may differ. Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
