Core daily responsibilities:
  • Manage, supervise, and coordinate activities of the unit; determine work procedures, schedule work, and establish performance expectations.
  • Assign, review, and approve staff work; provide coaching, feedback, and corrective action when needed.
  • Identify training needs and provide training to Procurement and Contracting staff and department staff.
  • Manage the full procurement, contracting, and contract monitoring processes for goods, services, and public works.
  • Oversee Request for Information (RFI), Request for Proposal (RFP), Request for Qualifications (RFQ), and Invitation to Bid (ITB) processes, ensuring timely, transparent, and compliant solicitation and evaluation procedures.
  • Conduct regular review of expiring contracts and provide recommendations to program managers on renewal, re-solicitation, or closure.
  • Ensure contracts and amendments are complete, accurate, and compliant with policies, procedures, and regulations.
  • Support and management ofcontracting and procurement systems, including data management, process standardization and documentation, and workflow management.
  • Develop, maintain, and ensure consistent application of procurement and contracting policies, procedures, internal guidelines, forms, and templates.
  • Research and apply Washington State law, federal grant requirements, County Charter and Code, and audit standards.

Minimum Qualifications

  • Post-secondary education may substitute for up to two (2) years of the required experience on a year-for-year basis.
  • Five years of progressively responsible work experience in procurements, contract, and/or monitoring management including at least one year in a supervisory capacity.
