The Land and Air Defense Systems (LADS) Strategic Business Unit (SBU) is seeking a highly skilled and motivated Principal Specialist, Contracts to support our Global PATRIOT® Missile Program, providing support to the United States Department of War (DoW) and multiple Foreign Military Sales (FMS) customers.

This position will support critical contracts enabling upgraded capability development, product sustainment, spares, and continued efforts to integrate the PATRIOT® System with the US Army Integrated Battle Command System (IBCS). Customers include US Army Program Executive Office Missiles and Space, FMS Partners, Army Contracting Command (ACC), and Defense Logistics Agency (DLA). Contracts supported by this position include the Patriot Engineering Services Memorandum (ESM) Contract and Air & Missile Defense (AMDC) Integration. This position will require effective and continual coordination with geographically dispersed internal and external customers and supplemented with periodic travel to key partnering meetings.

In this role, you will be the face of Raytheon externally and a key business partner internally with cradle-to-grave contract management activities to include proposal preparation, contract negotiation, contract administration, and contract closeout. You will enable significant customer activities to fulfill contract requirements in accordance with company policies, legal requirements, and customer specifications. Your efforts will be critical to maintaining and building customer relationships and delivering services and products critical to Raytheon and the warfighter.

What You Will Do
  • Demonstrate effective oral and written communications by preparing for and leading status meetings and drafting focused contract letters for official correspondence on program topics
  • Support a multifunctional team to include Program Management, Engineering, Business/Estimating, and Supply Chain, Logistics, and other functions to manage successful execution of contracts
  • Maintain rigorous file management of contractual documents and official correspondence
  • Research external (Federal acquisition Regulation (FAR)/ Defense Federal Acquisition Regulation Supplement (DFARS)) and internal (Raytheon procedures) to provide recommendations to management on compliant solutions to deliver program results in a fast-paced, dynamic environment
  • Simultaneously manage multiple contracts and complex issues
  • Work closely within cross-functional teams to construct, submit, and negotiate Terms and Conditions and pricing proposals. Support the program in proposal development and negotiation through the analysis of Requests for Proposals (RFP), development of negotiation strategy approach, drafting of proposal documents, development of counteroffers, and review of draft award documents
  • Manage cross functional pricing sweeps to enable pricing certifications required under Truth in Negotiations Act during negotiations
  • Facilitate internal administrative staffing of acquisition packages to required approval authorities
  • Sign contractual documents on behalf of Raytheon within your provided authority limits
  • Effect timely review and process of contractual modifications
  • Manage contract closeout efforts


Qualifications You Must Have
  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years' experience
  • Experience with the administration of Contracts (to include proposal activity) governed by Federal Acquisition Regulations (FAR) and/or FAR Supplements such as DFARS, or NASA Supplement, DOE supplement, etc.
  • Experience with one or more of the following: Contracts, Subcontracts, or Procurement administration


Qualifications We Prefer
  • Demonstrated ability to work within a cross-functional geographically separated team environment while developing effective relationships based on respect and trust
  • Experience with management of varied contract types (FFP, Cost, CPFF, FLPOE), and Government end customers (US Army, FMS Contracts, or Direct Commercial Sales to Foreign Partners)
  • Advanced Degrees or certifications supporting contract management such as Juris Doctorate (JD), Masters of Business Administration (MBA), Certified Professional Contract Manager (CPCM), Defense Acquisitions Workforce Improvement Act (DAWIA), or Program Management certifications
  • Active U.S. Government DoD Secret Security Clearance

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
