Full Job Description
We are seeking a highly skilled and detail-oriented Preconstruction Project Manager to lead the planning, budgeting, scheduling, permitting, and coordination for light industrial building projects with clients, architects, engineers, and trades to ensure successful project execution from concept through to construction readiness. The job duties and functions listed below, are the overall objective and establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the completed project. This position performs Preconstruction Management responsibilities on small-low risk engineering, procurement, fabrication, and construction/construction management (EPFC/CM) sized (as defined by the Business Line) or services project or on an assigned segment of a larger project, including coordination of design, procurement, and construction activities. When assigned to only a segment of a larger project, this role develops a complete understanding of the contract and any relevant subcontracts in order to provide full support to the project management team. 3 Verify with Project Director (PD) that Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project 3 Lead cost estimating, constructability reviews, and risk assessments for light industrial projects. 3 Develop detailed project budgets, scopes, and schedules in collaboration with stakeholders. 3 Conduct site evaluations and feasibility studies; provide recommendations to optimize design and construction efficiency. 3 Collaborate with architects, engineers, subcontractors, and vendors to ensure accurate bid packages and pricing analysis. 3 Prepare and present reports, value engineering alternatives, and scheduling updates to clients and senior management. 3 Coordinate permitting, regulatory approvals, and compliance with local building codes and safety standards. 3 Serve as a primary point of contact for preconstruction communications with clients and internal teams. 3 Review the Fluor contract and any relevant subcontracts 3 Collaborate in the preparation of the documents associated with the execution of all aspects of the project in accordance with contractual obligations, Fluor's Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP) 3 Prepare draft for PD approval of the project baseline (as defined in the OSR) and ensure that it is fully documented, updated throughout all project phases, and communicated to the Fluor project team 3 Support the PD to deliver the project in accordance with the project execution and commercial baselines 3 Other duties as assigned Basic Job Requirements 3 Accredited four (4) year degree or global equivalent in applicable field of study and seven (7) years of work-related experience or a combination of education and directly related experience equal eleven (11) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements 3 Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders 3 Job related technical knowledge necessary to complete the job 3 Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines 3 Ability to attend to detail and work in a time-conscious and time-effective manner Other Job Requirements 3 Bachelor's degree in Construction Management, Civil or Structural Engineering, Architecture, or related field. 3 Minimum 5 years' experience, preferably in light industrial construction. 3 Strong knowledge of construction methods, estimating software, and project management tools. 3 Proven ability to develop accurate budgets, schedules, and construction documentation. 3 Excellent analytical, negotiation, and problem-solving skills. 3 Strong leadership and communication skills to collaborate with multidisciplinary teams. 3 Participate in Fluor University courses for continued learning experiences 3 Utilize Knowledge Management processes to capture, support and leverage relevant knowledge to enhance project execution 3 Support the projects by providing an environment for the development and professional advancement of project personnel, including providing on-the-job and formal training and development opportunities 3 Participate in sales and marketing efforts as requested Preferred Qualifications 3 Good knowledge and experience on project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces 3 Project Controls and Finance including understanding of: - Scheduling (including work force loading) - Progress measurement - Risk assessment and management - Code of accounts - Work breakdown structure - Change management - Cost control - Estimating process and planning - Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting 3 Appreciation of key elements of contract law and when to engage legal 3 Regulatory requirements including permitting 3 Basic understanding of project funding 3 Proactive - goal orientated with the initiative to influence events positively 3 Ability to resolve problems and to be comfortable in complex project or business environments 3 Ability to set and maintain high standards of self performance with responsibility and accountability for successfully completing assignments and tasks 3 Certification in project management is suggested, for example, Project Management Professional (PMP) 3 Jobsite experience and understanding of construction safety program 3 Familiarity with BIM/CAD tools for design and constructability evaluation, but not required. 3 PMP, CCM, or equivalent professional certification, but not required. Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role. Salary Range: $119,500.00 - $222,500.00
