Overview

Shimmick is seeking a highly talented Preconstruction Manager to support current and future water/wastewater project pursuits. In this role, you will manage heavy civil project pursuits by working closely with proposal, estimating, business development, and project sponsor-level staff to ensure alignment of strategy, technical approach, pricing, and client objectives. 

 

Responsibilities

Typical responsibilities include, but are not limited to the following, directly or under the direction of the assigned Vice President of Operations:

 

Integrated Pursuit Leadership

Manages project pursuits by working closely with the Proposal Manager, Lead Estimator, Business Development Manager, and Project Sponsor to ensure alignment of strategy, technical approach, pricing, and client objectives.

 

Business Development & Teaming Strategy

Works collaboratively with the Business Development team to identify opportunities, recommend strategic partnerships, and coordinate internal and external team members to support successful pursuits. Leads coordination of partnership teams to deliver proposals within prescribed budgets, schedules, and contractual requirements.

 

Pursuit Planning & Deliverable Management

Develops and manages pursuit schedules, milestones, and deliverables. Actively participates in all pursuit, scheduling, and proposal meetings to ensure timely submission of complete, compliant, and technically sound documentation.

 

Design & Cost Optimization

Reviews design schedules, construction plans, and contract requirements to identify cost savings, value opportunities, and risk mitigation strategies. Evaluates quantity adjustments, material alternatives, and construction methods that improve value while maintaining compliance with Owner requirements.

 

Technical Solution Development

Works closely with Design Managers and engineering teams to develop the best possible technical solution, ensuring constructability, efficiency, risk management, and alignment with project performance criteria.

 

Client Strategy & Communication

Develops project-specific client management strategies. Manages client expectations through clear, proactive communication aligned with contract specifications, procurement requirements, and Owner priorities.

 

Budget Development & Pricing Alignment

Partners with engineers and estimators to develop accurate budgets, validate assumptions, manage risk, and secure the final bid price. Ensures technical decisions are fully integrated into estimate development and pricing strategies.

 

Preconstruction-to-Construction Transition

Supports seamless handoff between pursuit/preconstruction and construction teams, ensuring continuity of technical approach, budget assumptions, execution plans, and client expectations.

 

Early Construction Phase Support

Acts as a technical and client-facing resource during initial phases of construction as needed, supporting project management teams with execution alignment, scope clarification, and client relations.

Qualifications

Minimum Requirements:

  • Bachelor’s degree in Engineering, Construction Management, or related field + 8 years of relevant construction experience in operations, estimating, & proposals within the AEC, infrastructure, or water/energy sectors or demonstrated equivalency of experience and/or education, including 2 years of leadership.

 Preferred Qualifications:

  • Strong writing, editing, and messaging skills, with experience tailoring technical content for client needs.
  • Experience facilitating meetings and working groups with diverse stakeholders, including engineers, executives, and JV partners.
  • Familiarity with CMAR/CMGC, Design-Build, and alternative delivery contracting models.
  • Proficiency in Microsoft Office, HCSS HeavyBid, CAD, & Primavera P6.

 Additional Information:

 The salary range for this position is between $170,000.00 - $190,000.00 per year depending on experience and/or education.
