A Preconstruction Manager position is available at Garney. The Preconstruction Manager serves as the primary liaison between owners, engineers, designers, and construction teams, ensuring alignment of scope, budget, schedule, risk, and execution strategy from project pursuit through construction authorization and project handoff. The Preconstruction Manager is responsible for guiding project development, managing design and estimating efforts, overseeing Guaranteed Maximum Price (GMP) development, and establishing the foundation for successful project execution.

WHAT YOU WILL BE DOING

  • Lead preconstruction services for Design-Build, CMAR, Progressive Design-Build, and other collaborative delivery projects.
  • Serve as the primary liaison between owners, designers, engineers, and internal construction teams throughout project development.
  • Lead partnering, value engineering, constructability, and risk management workshops.
  • Support project pursuits by participating in interviews, presentations, and owner engagement activities
  • Manage engineering consultants and design teams throughout project development.
  • Ensure design progression aligns with project objectives, owner expectations, schedule, budget, constructability, and operational requirements.
  • Collaborate with operations, estimating, and engineering teams to develop practical construction solutions.
  • Identify and resolve design conflicts, constructability concerns, and scope gaps throughout project development.
  • Lead development of conceptual, schematic, design development, and final project estimates.
  • Establish project budgets, estimating assumptions, contingencies, and historical cost benchmarks.
  • Continuously reconcile project scope, design progression, schedule impacts, risk exposure, and cost forecasts.
  • Lead preparation and development of Guaranteed Maximum Price (GMP) proposals.
  • Oversee bid package development, procurement planning, subcontractor outreach, and market pricing activities.
  • Present estimates, cost models, budget updates, and GMP recommendations to owners and project stakeholders.
  • Lead commercial discussions and GMP negotiations to achieve alignment on scope, schedule, risk allocation, and pricing.
  • Validate project scope, budget, schedule, risk, and execution assumptions prior to project authorization.
  • Ensure a complete turnover of project information, estimates, assumptions, risks, procurement strategies, and execution plans to construction operations.
  • Support continuous improvement of preconstruction processes, estimating standards, and collaborative delivery best practices.


WHAT WE ARE LOOKING FOR

  • Bachelor's degree in Construction Management, Civil Engineering, Engineering, or a related field preferred.
  • Minimum of 10 years of experience in heavy civil construction, utility infrastructure, water/wastewater treatment, Design-Build, CMAR, Progressive Design-Build, or alternative delivery projects required.
  • Experience managing project development, estimating, design coordination, procurement, and collaborative delivery processes required.
  • Experience developing, presenting, and negotiating Guaranteed Maximum Price (GMP) proposals preferred.
  • Professional Engineer (PE), DBIA, CCM, PMP, or other relevant industry certifications preferred.
  • Strong knowledge of Design-Build, CMAR, Progressive Design-Build, and collaborative project delivery methods.
  • Extensive understanding of heavy civil, utility, and water/wastewater construction practices.
  • Advanced knowledge of estimating principles, budgeting, scheduling, procurement, and cost management.
  • Ability to develop and negotiate Guaranteed Maximum Price (GMP) proposals.
  • Strong understanding of design management, constructability reviews, and value engineering principles.
  • Excellent leadership, facilitation, negotiation, and relationship-building skills.
  • Ability to lead multidisciplinary teams while managing multiple complex projects simultaneously.
  • Strong analytical, organizational, and problem-solving abilities.
  • Excellent written, verbal, and presentation communication skills.
  • Proficiency with Microsoft Office Suite and construction estimating, scheduling, and project management software.
