The Portfolio Standards and Inspection Manager ensures that every community in the multifamily portfolio meets Billingsley's physical condition, safety, and operating standards. This role reports directly to the SVP of Multifamily and works closely with Multifamily Facilities & Procurement and Risk Management on reporting, findings, and follow-through. The scope includes monthly property and safety inspections, incident report review and trend analysis, monthly golf-cart inspections, fleet and system reconciliation, and monthly maintenance-equipment inventory. The manager identifies risks and unmet standards, recommends preventive measures, documents findings, and verifies closure. Regional Portfolio Managers work through Property Managers and service teams to complete corrections. KEY RESPONSIBILITIES Inspections and Standards • Conduct scheduled and unannounced operating-community property inspections across the portfolio, evaluating curb appeal, unit condition, life-safety items, and adherence to operating standards. • Complete monthly safety inspections at each community using a consistent checklist covering common areas, amenities, maintenance shops, equipment, chemical storage, trip and fall hazards, fire and life-safety items, and other observable risks. Escalate urgent conditions promptly. • Complete monthly golf-cart inspections, fleet and system reconciliation, and monthly maintenance-equipment inventory reviews portfolio-wide. • Maintain and update portfolio inspection checklists, scoring rubrics, and defined inspection processes in partnership with Facilities, Risk Management, and Operations; recommend improvements, document procedures, and follow them consistently across the portfolio. • Document findings, photograph deficiencies, assign risk-based priorities and recommended due dates, and issue clear corrective-action reports to property and regional teams. Risk and Safety Management • Review incident reports for completeness, timely escalation, immediate corrective actions, and recurring patterns; coordinate with Risk Management and operating leaders on follow-up while preserving established claim and legal reporting protocols. • Analyze incident and inspection trends across the portfolio and recommend preventive actions, including changes to procedures, equipment, signage, vendor practices, or property conditions. • Partner with Risk Management, Learning & Development, Facilities, and Operations to identify safety training needs; support training content, delivery, and reinforcement based on incidents, inspections, and emerging risks. • Review relevant operating and safety policies and defined processes; recommend practical updates to close gaps or improve consistency, support implementation, and verify adoption during subsequent inspections. • Maintain a portfolio safety calendar; track recurring inspections, required follow-up, and documented corrective actions in property management software. Participate in post-incident site reviews when appropriate. Follow-Through and Reporting • Verify closure of corrective-action items. Target completion of 100% of planned inspections, fleet reconciliations, and inventory reviews, with at least 95% of findings closed by the due date. • Prepare portfolio-level condition, incident trend, and safety compliance dashboards for partner and executive review, highlighting repeat findings, overdue high-priority items, and recommended actions. • Support lender or insurance inspections as needed. Independence and Cross-Functional Partnership • Maintain independence from the property operating chain of command; Regional Portfolio Managers retain ownership of corrections through Property Managers and onsite teams. • Route recurring deficiencies into the VP's capital and maintenance planning process and coordinate risk or claim-related items with Risk Management. • Serve as a resource to property teams on standards interpretation, inspection preparation, and practical safety practices. QUALIFICATIONS • 5+ years of multifamily property operations, facilities, risk and safety, or quality assurance experience; hands-on inspection experience preferred. • Strong attention to detail and comfort delivering direct, documented feedback to property and regional teams independent of the operating chain of command. • Ability to recognize and prioritize safety risks, identify trends, and communicate clear recommendations across functions. • Comfortable using AI tools and property management systems on a cell phone or tablet while working in the field to document inspections, review information, track follow-up, and report findings. • Ability to travel regularly across the DFW portfolio; valid driver's license required. • Working knowledge of life-safety, fair housing, habitability, and workplace safety practices. • Bachelor's degree preferred; equivalent industry experience will be considered.
