The Portfolio Manager is a senior technical leader within the Municipal Team responsible for overseeing a portfolio of complex municipal infrastructure projects, developing project managers, and strengthening client relationships. This role focuses on portfolio performance, strategic client advisory, business growth, and technical quality rather than day-to-day project delivery. The Portfolio Manager partners with public agencies and internal teams to drive successful outcomes, grow the municipal practice, and support the development of future leaders.
Key ResponsibilitiesTechnical Delivery & Discipline ExpertiseApply technical expertise in a review and advisory capacity; validate technical approaches and QA/QC frameworks across the portfolio. Personal technical execution is reduced to approximately 25% or less - primary value is judgment and oversight, not production. Identify technical risks across the portfolio and direct corrective action.
Project Scope & Schedule ManagementOversee scope and schedule performance across a portfolio of concurrent projects. Identify systemic schedule or scope risks and intervene at the project level when needed. Ensure PMs within the portfolio are developing, maintaining, and executing project plans.
Financial & Commercial ManagementManage area-level financial performance across the portfolio: margin, revenue, write-offs, and contract compliance. Ensure Technical PMs within the portfolio are managing finances effectively and escalate systemic issues. Contribute to annual revenue planning, backlog management, and growth targets.
Client & Stakeholder ManagementLead strategic client relationships for key accounts or high-value clients in the portfolio. Support Technical PMs in client escalations and relationship development. Identify opportunities for expanded scope and cross-selling in coordination with BD leaders.
Quality & Risk ManagementEstablish and enforce QA/QC standards across the portfolio. Identify portfolio-level technical, financial, and client risks and develop mitigation strategies. Drive lessons-learned integration across projects.
Business DevelopmentLead or co-lead pursuit strategy for major opportunities in the area or discipline. Build strategic client relationships that generate repeat business and expanded scope.
People & Team DevelopmentDevelop Technical PM capability across the portfolio; coach PMs on project management skills, financial management, and client relationships. Contribute to staffing, hiring, and succession planning.
