Police Sergeant Salary:
$134,472 -$162,608/year*
*Minimum and Maximum includes 7% holiday pay , 10% Ed incentive, bilingual pay and a $1,200 uniform allowance.

Effective July 1, 2027 4% salary increase on base rate of pay

Typical Duties & Responsibilities

EXAMPLES OF IMPORTANT/ESSENTIAL DUTIES
  • Plans, prioritizes, assigns, supervises, and reviews the work of staff assigned to services and operations division; recommends and assists in the implementation of goals and objectives.
  • Answers questions and provides information to the public; investigates complaints and recommends corrective actions.
  • Evaluates operations and activities of assigned responsibilities; recommends improvements and prepares various reports.
  • Investigates crimes (burglaries, homicides, assaults, etc.) to find and implicate perpetrators; collects evidence, interviews witnesses, prepares cases, and testifies in court.
  • Acts as a back-up patrol officer and assures proper flow of cases to authorities and appropriate agencies.
  • Acts as supervisor at critical incidents and as an Operations Section Commander under the Incident Command System (ICS).
  • Coordinates with the Records Manager in the development and maintenance of the Records Management System.
  • Participates in budget preparation and administration; prepares cost estimates, justifies equipment/personnel, and controls expenditures.
  • Coordinates with the Police Chief on hiring new personnel, conducting "oral boards," and acquiring/maintaining department equipment.
  • Acts as the department Training Manager; schedules and monitors training and coordinates the Field Training Program.
  • Conducts Internal Affairs investigations as assigned; acts as the Liaison with outside agencies and other city departments.
  • May conduct the important/essential duties of the Police Officer Journey level classification.

Qualifications

Qualifications the minimum peace officer selection standards are set forth in Government Code Sections 1029 and 1031. Police Officers for the City of Winters must be:
  • Free of any felony convictions
  • A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship
  • At least 21 years of age
  • Fingerprinted for purposes of search of local, state, and national fingerprint files to disclose any criminal record.
  • Of good moral character, as determined by a thorough background investigation.
  • A high school graduate, pass the General Education Development test or other high school equivalency test approved by the California Department of Education (C.D.E.), or have attained a two-year, four-year, or advanced degree from an accredited or approved institution.
  • Found to be free from any physical, emotional, or mental condition which might adversely affect the exercise of the powers of a peace officer.
  • Possess a valid California Class C Driver's License and a satisfactory driving record as a condition of initial and continued employment
Education and Experience (Any combination of experience and education or training that would provide required knowledge and abilities to qualify):
  • P.O.S.T. Intermediate Certificate required
  • Three (3) years' experience as Sergeant, Corporal, and/or Field Training Officer is highly desired

Work Environment & Physical Demands
PHYSICAL DEMANDS:
Work may include: prolonged sitting, moderate to heavy lifting (from 25lbs-100lbs+), reaching, climbing, stooping, twisting, grasping, crawling, pulling and pushing activities. The position also emphasizes speech, hearing, and vision attributes.
PHYSICAL AND SENSORY REQUIREMENTS
Sit for extended periods of time; bend, twist, turn, kneel, squat, climb and reach; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; occasionally lift and/or move heavy weights; restrain or subdue individuals; occasionally climb and balance; vision and hearing ability to P.O.S.T. standards; ability to speak well enough to be understood when transmitting information over telephone and radio; hand and finger dexterity sufficient to operate office equipment, non-lethal weapons, and firearms. Ability to work odd and irregular hours; to maintain attentiveness and concentration; to perform multiple tasks concurrently; to respond to urgent matters and emergency situations; to work under inclement weather conditions, noise and other environmental factors; overcomes physical obstacles during the course of work. Ability to maintain physical fitness requirements of the position; and to successfully complete a pre-employment physical agility evaluation, and a comprehensive psychological and medical examination prior to appointment.

Schedule: 3/12 shift schedule

Shift Differential: For work between the hours of 6:00 p.m. to 6:00 a.m.

Uniform Allowance: $1,200 annually, paid quarterly.

Education Incentive:
AA/AS Degree/Intermediate Post 5% above base wage
BA/BS Degree/Advanced Post 10% above base wage

Education Reimbursement: up to $2,000 annually towards continuing college education.

Retirement: Classic CalPERS Members receive a 2% @ 50, with a three year average compensation formula. PEPRA Members receive the 2.7% @ 57, with a 3-year average compensation formula.

Deferred Compensation: Employees have an option of participating in a deferred compensation plan where contributions are from employee earnings. (4% of employee salary contributed by Employer is frozen at this time and may be reinstated in the future depending on budget considerations.)

CALGOVEBA: Employees participate in the California Government VEBA, an individual health reimbursement account where contributions are from employee earnings pre-taxed.

Longevity Incentive: Employees who have completed five consecutive years are eligible to receive one-half month's base wage payable at the beginning of the sixth year and each year thereafter.

Medical Insurance: Employee plus family cafeteria plan up to $2,164 monthly, depending on size of family, to select from a cafeteria allowance plan. Employee providing proof of insurance may be eligible for up to $1,332 monthly pay in lieu of medical coverage.

Dental Insurance: Employer provided coverage with premium to be paid out of cafeteria plan.

Vision Insurance: Employer provided coverage with premium to be paid out of cafeteria plan.

Basic Life & AD&D Insurance: Employer provided $50,000 coverage.

Voluntary Employee benefits: Life & AD&D insurance

Long Term Disability: Employer provided LTD coverage of up to $8,000 per month (begins on 181st day of disability).

Holidays: Holiday in-lieu of pay at 7% of base wage and two Floating Holidays (to use at your leisure)
