Full Job Description
We are seeking a PMO Lead - Program Manager to join our team and support our client.

The ideal candidate is a senior program management professional with deep experience leading complex federal research, innovation, or technology transition programs. This individual will bring the discipline to stand up and lead a program management office while partnering closely with government stakeholders, technical leads, and executive leadership to deliver measurable mission outcomes.

Essential Duties and Responsibilities:
  • Lead program management office execution for a complex federal research and technology support environment, including planning, staffing, performance management, risk management, and delivery oversight.
  • Serve as the primary interface between Unissant leadership, program staff, and government stakeholders for program execution, reporting, and operational coordination.
  • Establish and maintain integrated program controls, including schedules, milestones, action tracking, staffing plans, and performance dashboards.
  • Oversee task intake, prioritization, resource alignment, and execution across a multidisciplinary team supporting programmatic and technical objectives.
  • Drive portfolio-level reporting, executive briefings, and status reviews that communicate delivery progress, risks, dependencies, and strategic recommendations.
  • Coordinate with technical leadership to ensure transition support, data-driven decision-making, and continuous process improvement are embedded across delivery activities.
  • Support growth and transition activities by identifying staffing needs, helping shape task execution approaches, and maintaining high customer satisfaction.
  • Provide direct people management for contract staff, including performance management, coaching and development, workforce planning, and fostering a high-performing, accountable team culture aligned to program objectives.
  • Support internal National Security operations prior to and alongside program execution, including contributing to internal initiatives, process improvements, capture support, and organizational readiness activities.

Work Experience and Job Skills:
  • Minimum of 10 years of experience in program or project management supporting federal, DoD, or research and development programs.
  • Minimum of 5 years of experience leading PMO functions, large task orders, or multi-workstream portfolios in a government contracting environment.
  • Demonstrated success managing cost, schedule, performance, staffing, and risk across complex delivery efforts.
  • Experience supporting the Air Force, defense research, science and technology, or innovation-focused organizations is strongly preferred.
  • Strong ability to operate across business, technical, and customer-facing functions while maintaining disciplined execution.
  • Experience with executive reporting, KPI development, dashboarding, and portfolio performance reviews.
  • Proficiency with Microsoft Office Suite, especially PowerPoint, Excel, and Word; experience with project tracking and collaboration tools such as MS Project, Jira, or similar platforms preferred.
  • Ability to work effectively in a fast-paced environment, manage competing priorities, and lead cross-functional teams to successful outcomes.

Education:
  • Bachelor's Degree is required. Preferred field of study in Business, Engineering, Physical Sciences, Program Management, Information Systems, or related field of study.

Certificates, Licenses and Registrations:
  • PMP certification or equivalent program management certification is required.
  • Agile, SAFe, or related delivery certification is preferred.

Communication Skills:
  • Excellent verbal and written skills, ability to present proposals and performance data, and comfortable interfacing with all levels of the organization.
  • Ability to write clear and concise creative content in a highly confidential manner.
  • Ability to lead executive briefings, customer reviews, and internal governance discussions with confidence and clarity.

Clearance Requirements:
  • U.S. Citizenship is required.
  • Ability to obtain and maintain a TS/SCI clearance is required; active clearance preferred.

Travel:
  • Local travel within the National Capital Region may be required for customer meetings and program reviews.
  • Limited additional travel may be required based on client and program needs.

Environmental Requirements:
  • Mainly a routine office environment.
  • May be required to lift up to ten (10) pounds.
  • Flexible in working extended hours.
