Context

The ALTO project is a major infrastructure initiative in Canadian history, aimed at developing over 1,000 km of new passenger rail service between major urban centers, including Toronto, Ottawa, Montreal and Quebec City.

Missions/Main Duties

Cost Monitoring & Reporting
  • Monitor and report project costs, forecasts, and variances.
  • Prepare cost reports, dashboards, and performance updates.
  • Support forecasting, earned value, and cash flow analysis.
  • Maintain cost control tools and data accuracy.

Budget Management
  • Support budget preparation, review, and tracking.
  • Assess cost impacts of project changes and delays.

Risk & Opportunity Management
  • Analyze financial risks, changes, and cost-saving opportunities.

Compliance & Audit Support
  • Ensure compliance with policies, contracts, and regulations.
  • Support audits with cost documentation and explanations.

Stakeholder Collaboration
  • Coordinate with project and finance teams on cost validation and reconciliation.
  • Report cost performance to management and stakeholders.


Profile/Skills

Education : Bachelor's Degree in finance, accounting, or engineering. Professional certification (e.g., CMA, CPA, PMP, or PRINCE2) is an asset.
Years of experience : Minimum of 3 years in cost control, financial analysis, or project accounting, preferably in infrastructure, construction, or railway projects.
Technical competencies :
  • Experience working in a PMO environment or on large-scale capital projects.
  • Familiarity with Earned Value Management (EVM) and project financial reporting.
  • Advanced proficiency in Excel (pivot tables, VLOOKUP, macros) and financial modeling.
  • Strong analytical skills with the ability to interpret complex financial data.
  • Clear verbal and written communication skills, both in French and in English*
