Job Summary:

The Chief Administrative Officer (CAO), under the direction of the Executive Director and Deputy Executive Director, is responsible for overseeing the daily operations of the State 911 Department and ensuring the effective delivery of statewide 911 services. The CAO provides strategic leadership and operational oversight for multiple divisions, including Operations, Fiscal,Technology, Training, Facilities, Records Management, and Administrative Services, ensuring all functions align with the agency's mission to provide reliable, secure, and efficient emergency communications.

The CAO is responsible for coordinating day-to-day agency operations, developing and implementing policies and procedures, managing cross-functional initiatives, and ensuring compliance with state and federal regulations governing 911 services. This role serves as the primary liaison between operational divisions, information technology teams, public safety partners, municipalities, vendors and other government agencies to support the continuous improvement of the Commonwealth's Next Generation 911 (NG911) system and related technologies.

In addition, the CAO oversees technology governance by prioritizing operational technology initiatives, collaborating with IT on system enhancements and maintenance, approving technology solutions, and ensuring cybersecurity and data integrity standards are maintained. The position also manages agency-wide projects, strategic planning efforts, business continuity initiatives, and operational performance metrics to ensure the State 911 Department delivers dependable emergency communications series while meeting the evolving needs of the Commonwealth and its public safety stakeholders.

Job Responsibilities:
  • Develop, implement, and monitor organizational strategies, policies, and operational plans that supports the agency's mission and strategic objectives.
  • Establish organizational performance metrics and evaluate operational effectiveness through data analysis and continuous improvement initiatives.
  • Prepare operational reports, performance dashboards, strategic recommendations, and presentations for executive leadership and the governing board.
  • Lead organizational risk management efforts, including operational risk assessments, mitigation strategies, and safety initiatives. Report to Executive leadership on the risks and recommend strategies to reduce or mitigate them.
  • Coordinate cross-functional collaboration among divisions within the Department regarding communications, training, logistics, finance, technology, and support services where practicable.
  • Other duties, as assigned. Executive management faces shifting priorities due to unforeseen events in a public safety environment. Adaptability is a key skill.


Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
