Primary Purpose
Under the general direction of the Department Director, the Planning Manager is responsible for the implementation of the Sustainable Growth Management Plan (SGMP) and community area plans, covering operations and programming pertaining to Open Space/Trails, Water, Transportation, Grants Administration, Capital, and Community Planning.

Essential Job Functions

  • Supervises staff, provides instruction to employees; plans and assigns work; evaluates and approves/disapproves leave requests; approves timesheets; checks final work to ensure compliance with established policies and procedures; recommends the hiring of new employees; recommends disciplinary action; provides feedback on work performance for employees; completes performance evaluations for employees.
  • Drafts resolutions and ordinances for consideration by Board of County Commissioners; implements policies and procedures.
  • Oversees capital planning process; prepares and implements Division budget.
  • Coordinates planning activities with other divisions and departments within the County; provides project management and planning supervision; serves as staff liaison to Board of County Commissioners and other boards and committees.
  • Develops and manages Division's professional and support staff, budget and overall administration; actively formulates and develops the general plan; sets and maintains community direction in all related planning issues.
  • Leads policy level work for all planning related projects and issues.
  • Oversees departments CIP, ICIP and CDBG processes.
  • Coordinates public input on planning projects and issues; builds consensus on community planning; implements and manages community planning and development projects; sets projects' priorities; establishes goals for Division and Planning staff.
  • Reviews Development applications.
  • Implements Sustainable Growth Management Plan.
  • Maintains clear communication with staff and provides planning support; determines and administers best use of Division resources, personnel, funds, equipment, materials and supplies.
  • Must complete all training as designated or assigned
  • Performs other duties as directed or assigned.

Knowledge/ Skills:
  • Knowledge of the processes of management and supervision.
  • Knowledge of principles, practices, purposes, scope and techniques of various phases of land use planning; statistical and research methods and sources of data relating to County and Extraterritorial growth; subdivision land use, zoning and legal descriptions; federal, state and local laws as they relate to County planning; County codes; principles and practices of County planning; pertinent research methods; and principles and practices of civil or architectural engineering.
  • Knowledge of budget preparation and management.
  • Skill in supervising, training, directing, managing, and evaluating assigned personnel.
  • Ability to communicate clearly and concisely, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with elected officials, division and department directors, consultants, associate personnel, and the public.
  • Ability to plan and prioritize work programs for professional employees.

Minimum Qualifications

  • Bachelor's degree in Urban, Regional or Community Planning
  • Six (6) years of experience in planning for a local government, two (2) of which must have been in a supervisory capacity.
  • A completed New Mexico EDGE Public Supervisor certification will substitute for two (2) years of required supervisory experience.
  • Education may substitute for experience on a year for year basis or High School Diploma or GED and ten (10) years of experience.
  • Must obtain and maintain American Institute of Certified Planners certification within twelve (12) months of hire.

Supplemental Information
Working Conditions:

Work is performed in both an office setting and outdoors in varied weather conditions, with exposure to dust, fumes, airborne particles, and allergens. Occasional travel and overtime work may be required. May be required to travel. While performing the duties of this job, the employee regularly is required to stand, walk, and sit, reach with hands or arms, climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at long and short distance is required. The employee is occasionally required to lift up to 50 pounds with equipment or assistance. Work may involve high risk or potentially dangerous situations; exposure to excessive noise; or working near hazardous moving equipment or machinery. Work may require the use of protective clothing, equipment, devices, or materials. May be subject to random drug screening.

Conditions of Employment:

Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties. Candidate must obtain and/or maintain all certifications required.
