LOCATION OF POSITION MDH Prevention and Health Promotion Administration, Office of Budget and Finance, Baltimore MD
Main Purpose of Job This position serves as the PHPA Fiscal Director, with direct management of all budgetary and fiscal operations serving all PHPA units/programs. The position reports to the PHPA Deputy Director and is responsible for facilitating training and providing guidance to all PHPA Office of Budget and Finance (OBF) staff on State and MDH budgetary and fiscal policies and procedures. The PHPA Fiscal Director leads a team of two Fiscal Chiefs representing PHPA's two business units and is a key member of the PHPA Leadership Team.
MINIMUM QUALIFICATIONS Qualified candidates must possess a bachelor's degree from an accredited college or university in accounting or a bachelor's degree and 30 credits in accounting and related courses including 3 credits in auditing; and, six years of accounting /financial management experience, including three years at a supervisory level.
A CPA certificate or a master's degree in accounting, finance or business administration will substitute for one year of general experience.
Applicants who met the CPA exam admission requirements prior to July 1, 1974 will meet the above educational requirements.
DESIRED OR PREFERRED QUALIFICATIONS Desired candidates should possess the following:
1. Experience constructing, executing, and overseeing large-scale, multi-system government or institutional budgets.
2. Experience leading legislative budgeting processes, including formulating formal agency appropriation requests, fiscal impact modeling, and long-range forecasting.
3. Experience with large-scale public sector enterprise finance systems, including Maryland's Financial Management Information System (FMIS), R*STARS, ADPICS, and BARS (or equivalent state-level budgetary ledger architectures).
4. Experience leveraging fiscal data analytics to streamline programmatic reporting, operations, and drive agency efficiency.
