GENERAL DESCRIPTION:
A Petroleum Engineer for the WOGCC reviews and evaluates nearly all actions and activity that take place in the oil and gas industry in Wyoming to ensure compliance with Wyoming Statute and WOGCC Rules and Regulations. They are responsible for ensuring orderly oil and gas development, protecting correlative rights, and preventing waste by performing key duties, some of which are APD review, sundry notice review, acting as a hearing examiner, and regulating injection and disposal wells.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.

• Prioritize, review, and process APDs to determine whether they conform to statewide development patterns or to a commission order creating a drilling and spacing unit. Evaluate the completeness of the application and conformance to the requirements set forth in the WOGCC rules.
• Assess well construction and drilling programs to ensure operators are using sound engineering principles in the drilling of their wells and that their proposed well construction results in safe production of hydrocarbons that protects the State of Wyoming's water resources, other operators' correlative rights, and prevents loss of well control.
• Review and process sundry (Form 4) submissions for a very broad range of actions or reporting requirements to ensure the work being proposed or reported on (in the case of subsequent reports) will be completed or was completed in compliance with the WOGCC's rules and regulations.
• Evaluate fracture stimulation plans for the completion of wells for chemical disclosure, fracture stage details, including pumping pressures, proppant and fluid volumes, well integrity reviews, and trade secrets.
• Review and document remedial actions performed on wells to restore wellbore integrity, evaluate production work and wellbore cleanouts/acid jobs, review well testing programs and work with operators on diagnostic programs to evaluate well failures, and review various general reporting requirements.
• Assist with the implementation of the Class Il UIC program.
• Review spacing dockets and previously approved related matters for the lands requested and permitted or producing wells underlying the same lands to ensure approval of the application would not violate correlative rights or create waste, and the requested vacation of underlying spacing would not violate operatorship set forth in the WOGCC rules.
• Review completion reports filed for every well in the State of Wyoming.
• Examine as-drilled directional drilling surveys for compliance with required downhole setbacks and conformance to the original well plan.
• Review cement evaluation logs to determine if the well has adequate coverage and protection of all oil- and gas-bearing zones and isolation from fresh water sources.
• Review the initial production of the well to ensure that the well class is correct and evaluate reservoir performance capabilities.
• Evaluate post-hydraulic fracture well stimulation information for chemical disclosure and water reporting requirements set forth in the rules, as well as analyze instantaneous shut-in pressure (ISIP) data and stage pressure data for reservoir characteristics and fracture gradients.
• Communicate with the operators to ensure technically sound data is provided on the completion report, which qualitatively reflects the downhole existence of the wellbore and associated information.

Qualifications

The position requires the employee to have a B.S. in Engineering. Also, an FE is required.
KNOWLEDGE:

• The employee must have a working knowledge of all aspects of the oil and gas operations from permitting (regulatory), reservoir drilling, completions, production, facilities, and plugging of wells to be effective in this role.
• Knowledge of geology and a competent understanding of the engineering principles used to evaluate oil and gas processes.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in The Sciences)

Experience:

3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor

Education & Experience Substitution:

6-8 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor
