Full Job Description
The Air Force Civilian Service (AFCS) is looking for a Personnel Management Specialist, GG-0301-13 at AF Concepts, Development & Management Office in Fairfax, Virginia.

Looking for knowledge of DoD and USAF Organizations, relating to civilian personnel management, manpower information systems, executing military personnel actions automated records.

Salary Range: $$91,476 - $118,857

Depending on the type of position (competitive/excepted) you are selected for; you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V3007.

The primary purpose of the position is: To serve as subject matter expert representing Civilian Personnel management processes and systems with responsibility for assessment, planning, organizing, and advising USAF senior leaders on technical and process-related aspects associated with program management and execution, resource management, systems development and implementation for related and specialized automated systems/networks, manpower and personnel policy and process coordination.

Qualifications/Requirements:

U.S. Citizenships Required.

Must be able to obtain and maintain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Drug Testing: This is a designated Drug Testing Position.

Comprehensive knowledge of DoD and USAF organizations, associated legislation, policies, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to unique and security-sensitive situations in Civilian Personnel arenas under varying degrees of management control.

Extensive knowledge relating to civilian personnel management, manpower management, related management information systems, and common project management practices, procedures, regulations, precedents, guidelines, concepts, principles, and practices.

Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues impacting effectiveness and efficiency of work operations in a major enterprise-wide program.

Skill in planning, coordinating, and executing military personnel actions and associated automated records transactions; and understanding AF and DoD automated human resources management and pay systems.

Ability to plan, organize, and negotiate effectively with managers and analysts to assess, prioritize, and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
