About this Position / Responsibilities

  • Lead the design, development, enhancement, implementation, and support of WMATA's PeopleSoft HCM and ELM applications.
  • Support program and project management activities, status reporting, documentation development, and coordination of HCM and ELM modernization initiatives.
  • Manage assigned projects and application enhancements in accordance with WMATA's Software Development Lifecycle methodology.
  • Analyze business requirements and work closely with Human Resources, Training, Operations, and other stakeholders to develop technology solutions that support workforce management, employee development, training compliance, and organizational objectives.
  • Design, develop, configure, and support PeopleSoft HCM and ELM modules, workflows, interfaces, reports, and integrations.
  • Lead the design, maintenance, and enhancement of integrations between PeopleSoft HCM/ELM, Maximo, UKG/Telestaff, Oracle Cloud applications, and other enterprise systems.
  • Support workforce qualification, certification, training, and compliance processes through automated integration and business process improvements.
  • Analyze and evaluate proposed system changes, enhancements, and upgrades to determine business impact, technical feasibility, alternative solutions, and implementation approaches.
  • Develop and maintain application architecture artifacts, functional design documents, requirements documentation, workflow diagrams, and technical specifications.
  • Review functional and technical design documents and oversee implementation of system enhancements, upgrades, integrations, and releases.
  • Support data management, conversion, validation, reconciliation, and reporting activities associated with HCM and ELM applications.
  • Develop complex SQL queries, reports, dashboards, and analytics to support operational, workforce, training, and compliance reporting requirements.
  • Support internal and external audits, compliance initiatives, and corrective actions related to Human Resources, workforce development, and employee training systems.
  • Provide quality assurance, risk management, testing oversight, and release support for new functionality and system enhancements.
  • Troubleshoot functional, technical, integration, and business process issues affecting PeopleSoft HCM, ELM, and related enterprise applications.
  • Translate application configuration and business process requirements to end users, technical teams, management, and project stakeholders.
  • Configure or reconfigure application functionality to support changing business requirements and organizational objectives.

  • Collaborate with developers, architects, business analysts, and functional specialists to determine the most effective technical solutions.

  • Develop user guides, training materials, knowledge-transfer documentation, and end-user support resources.

Preferred Requirements
  • Master's degree in Computer Science, Information Systems, Human Resources Information Systems, or a related field.
  • PeopleSoft HCM and/or Enterprise Learning Management certifications.
  • Experience supporting large-scale ERP modernization or cloud migration initiatives involving Human Capital Management systems.
  • Experience integrating PeopleSoft HCM and ELM with enterprise asset management, workforce management, and learning management platforms.
  • Experience supporting workforce compliance, certification tracking, training administration, and regulatory reporting requirements.
  • Experience with Oracle Cloud HCM, Learning Cloud, or other cloud-based HR and learning solutions.
  • Program and project management experience supporting enterprise application initiatives.
  • Project Management Professional (PMP) certification or comparable project management credentials.
  • Experience supporting public-sector, transit, transportation, or other large enterprise workforce environments.


Qualifications

  • Eight (8) or more years of experience supporting and enhancing enterprise HCM, ELM and workforce management systems.
  • Demonstrated functional and technical experience with PeopleSoft HCM and Enterprise Learning Management, including application configuration, requirements gathering, testing, deployment, and production support.
  • Experience supporting employee lifecycle management processes, including recruiting, onboarding, workforce administration, training management, qualifications tracking, certification management, labor and workforce compliance, and employee development programs.
  • Experience designing, developing, and supporting integrations between PeopleSoft HCM/ELM and enterprise systems, including Maximo, UKG/Telestaff, Oracle Cloud applications, identity and access management solutions, and other workforce or operational systems.
  • Experience supporting training, workforce qualification, and certification programs through automated integrations, reporting solutions, and business process improvements.
  • Experience troubleshooting functional, technical, and integration issues involving PeopleSoft HCM, ELM, and related enterprise applications.
  • Experience developing business requirements documents, functional specifications, workflow diagrams, solution designs, test plans, report mockups, training materials, and end-user documentation.
  • Experience creating complex SQL queries, reports, dashboards, and analytics to support Human Resources, workforce management, training, and compliance reporting requirements.
  • Experience supporting application upgrades, data conversions, system implementations, and enterprise modernization initiatives.
  • Knowledge of software development lifecycle (SDLC) methodologies, change management processes, testing practices, and release management procedures.
  • Experience collaborating with business stakeholders, technical teams, vendors, and project teams to implement enterprise application enhancements and process improvements.
  • Experience with databases such as Oracle, SQL Server, Sybase, Informix, and DB2.
  • Excellent analytical, problem-solving, written communication, and verbal communication skills.
  • Bachelor's degree or three (3) years of additional applicable experience.
