Full Job Description
As part of the People Risk, Privacy & Compliance team, this People Compliance Program Manager will partner at all levels of the company to ensure the successful execution of our people compliance programs, with a particular focus on immigration compliance and broader people risk and compliance matters. The People Compliance Program Manager will be responsible for driving strategy and execution for complex compliance projects, acting as a senior individual contributor on critical matters. This role requires a candidate who can work with complex data sets to drive insights, and who can collaborate across teams to resolve project blockers and influence organizational strategy. This role plays a pivotal and strategic role in ensuring Meta's people compliance programs operate effectively. The role's primary focus will be optimizing immigration processes, across insourced and outsourced operations, and ensuring compliance with existing and new regulatory requirements.

Responsibilities

Serve as an IC subject matter expert on the people compliance program, with an emphasis on immigration workstreams
• Provide in-depth counsel with analysis of people compliance processes, identification of process and policy gaps, drafting of policy and process revisions and assist with the implementation of new or revised programs
• Provide consultations on the most complex and high-level matters to develop strategies to mitigate risk and provide timely solutions. Act as the escalation point for novel or precedent-setting compliance questions
• Own and drive specialized projects with strategic focus on people compliance policy, vendor selection and performance management, stakeholder education and consultation/advising and implementing, maintaining and reporting on compliance policy matters. Apply subject matter expertise to develop and drive the compliance strategy or roadmap for cross-functional projects
• Ensure that our vendors and internal partners provide a high-quality experience to employees, managers and business stakeholders by effective management of shared services teams and outsourced partners. Provide advice and direction to other team members and vendor resources on project execution without formal people management accountability
• Collaborate with internal stakeholders at all levels to deliver our high bar of people experience. Influence leadership by building credibility and trust rather than positional authority. Build internal recognition as a subject matter expert, being sought out for advice across the organization
• Provide critical subject matter expertise for corporate development activity, such as mergers and acquisitions
• Conduct or coordinate internal reviews or audits of vendor workstreams, compliance processes and policies
• Identify, scope, and take ownership of emerging compliance projects as the team and company evolve. Proactively identify important problems and exercise independent judgment in evaluating approaches and solutions

Minimum Qualifications
• 8+ years of experience within compliance, employment law, or immigration, with in-house program experience at a large-scale organization or equivalent law firm/consultancy experience
• Project management skills across multiple disciplines and stakeholders driving projects from conception to implementation. Able to manage and deliver large-scale projects with cross-functional dependencies
• Demonstrated data analytics expertise and ability to provide technical direction to peers and colleagues on complex projects
• Experience of using AI tools and technology to streamline compliance workflows, improve efficiency, or enhance decision-making
• Strong working knowledge compliance frameworks within areas of employment law, immigration, data privacy (e.g. GDPR), or workforce regulatory requirements. Ability to review complex fact patterns and determine optimal compliance strategies
• Experience influencing all levels of leadership and implementing industry-standard practices across vendors. Ability to articulate complex compliance matters to leadership and stakeholders in a clear, actionable manner
• Experience making autonomous decisions while using company policies to determine appropriate action. Ability to analyze situations and spot potential issues
• Exceptional attention to detail and accuracy when working with highly confidential data. Experience absorbing/retaining large amounts of data
• Excellent communication skills and ability to handle sensitive matters with tact and diplomacy
• Ability to travel occasionally as needed for cross-site engagement

Preferred Qualifications
• Bachelor's degree in law, Human Resources, compliance, or related field
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
