Position Overview

ITSC is seeking a Senior Project Management Specialist to lead contract and program-management activities supporting the Cybersecurity and Infrastructure Security Agency's Council Management mission.

This senior position will oversee project organization, schedules, performance, staffing, risks, quality, reporting, and delivery across complex administrative, analytical, technical-writing, financial, and management-support activities. The successful candidate will work closely with government leadership, the Contracting Officer, the Contracting Officer's Representative, subcontractors, and contractor personnel to ensure all requirements are completed on time and in accordance with contractual standards.

Key Responsibilities
  • Provide senior-level program and project management for Council Management requirements.
  • Develop the project organization and management approach necessary to accomplish contract objectives.
  • Direct administrative, analytical, technical-writing, financial, and management-support personnel.
  • Maintain oversight of project scope, performance, cost, schedule, quality, risks, staffing, and deliverables.
  • Develop and maintain the Contractor Project Management Plan, including the work breakdown structure, organizational chart, management controls, and defined responsibilities.
  • Establish common processes for configuration management, risk management, subcontractor management, quality assurance, and cross-task coordination.
  • Update project plans and supporting documentation when requirements, schedules, or resources change.
  • Plan and support the post-award conference and contract kickoff.
  • Prepare kickoff agendas, presentations, meeting minutes, action items, and follow-up documentation within required timelines.
  • Develop monthly status reports and monthly financial status reports for government review.
  • Prepare and deliver monthly Program Management Review briefings.
  • Report project milestones, anticipated completion dates, technical progress, schedule status, funding, expenditures, invoicing, travel, staffing, risks, and contract-performance concerns.
  • Monitor deviations from planned progress and recommend corrective actions.
  • Maintain the risk register and develop risk-mitigation plans and response strategies.
  • Develop and maintain staffing plans for multiple tasks and labor categories.
  • Monitor staffing levels, attrition, retention, certifications, qualifications, and personnel availability.
  • Coordinate the assignment of qualified personnel and resources to support planned and short-notice requirements.
  • Ensure employees and subcontractors maintain required certifications, accreditations, and professional qualifications.
  • Review work products for accuracy, completeness, timeliness, quality, and contractual compliance.
  • Provide strategic advice, technical guidance, analysis, and recommendations addressing mission-critical challenges.
  • Consult with government stakeholders to define operational needs, evaluate problems, and recommend practical solutions.
  • Support studies, surveys, and data-analysis activities to identify improvements and optimize contract performance.
  • Coordinate with the Contracting Officer and COR regarding technical, administrative, staffing, and performance matters.
  • Respond to requests concerning technical problems within established contractual timelines.
  • Ensure classified activities and information are handled in accordance with applicable security requirements.


Requirements

Required Qualifications
  • Twelve or more years of progressive program or project-management experience.
  • Master of Arts, Master of Science, or equivalent advanced degree in program management, business administration, public administration, cybersecurity, information technology, or a related field.
  • Active Top Secret clearance with the ability to obtain and maintain SCI access.
  • U.S. citizenship.
  • Demonstrated experience managing complex federal or government-contract programs.
  • Experience managing project scope, cost, schedules, risks, staffing, quality, deliverables, and subcontractors.
  • Experience preparing project-management plans, work breakdown structures, risk registers, staffing plans, financial reports, and monthly status reports.
  • Demonstrated ability to lead multidisciplinary teams and manage multiple concurrent workstreams.
  • Experience supporting senior government officials, Contracting Officers, CORs, or federal program managers.
  • Strong knowledge of contract performance monitoring, quality assurance, risk management, and change control.
  • Experience preparing and presenting program-management reviews and executive briefings.
  • Strong analytical, leadership, problem-solving, writing, and verbal communication skills.
  • Ability to respond effectively to changing priorities and short-notice requirements.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and project-management software.

Preferred Qualifications
  • Previous experience supporting DHS, CISA, another federal agency, or a government contractor.
  • Experience managing council, advisory committee, stakeholder-engagement, critical infrastructure, or cybersecurity programs.
  • Project Management Professional certification.
  • Experience with firm-fixed-price federal contracts.
  • Knowledge of federal acquisition, contract administration, invoicing, financial reporting, and performance-management requirements.
  • Experience using Microsoft Project, SharePoint, Power BI, dashboards, or enterprise task-management platforms.
  • Familiarity with staffing and retention strategies for cybersecurity and information technology professionals.
  • Experience managing classified federal programs and TS/SCI personnel.
