Position Overview:
ITSC is seeking a Senior Business Management Analyst to support the Cybersecurity and Infrastructure Security Agency's council, advisory, and strategic
engagement programs. The analyst will provide senior-level program management, governance, research, analysis, and executive-engagement support for councils, advisory bodies, committees, workgroups, and stakeholder initiatives. This position requires exceptional analytical, organizational, project-management, and communication skills, along with the ability to support senior government officials in classified and unclassified environments.

Position Overview
ITSC is seeking a Senior Business Management Analyst to support the
Cybersecurity and Infrastructure Security Agency's council, advisory, and strategic
engagement programs. The analyst will provide senior-level program management,
governance, research, analysis, and executive-engagement support for councils,
advisory bodies, committees, workgroups, and stakeholder initiatives.
This position requires exceptional analytical, organizational, project-management,
and communication skills, along with the ability to support senior government officials
in classified and unclassified environments.

Key Responsibilities:

- Develop and maintain council charters, bylaws, membership structures, procedural documents, training materials, and governance records.
- Plan and support classified and unclassified meetings, including scheduling, logistics, registration, materials, attendance tracking, notetaking, and follow-up.
- Prepare agendas, pre-reads, executive briefings, decision-support materials, meeting summaries, memoranda, white papers, and strategy documents.
- Coordinate with senior government officials and internal and external stakeholders to gather input, obtain participation, and support engagement objectives.
- Track recommendations, votes, decisions, action items, risks, deliverables, and implementation activities through closure.
- Conduct qualitative and quantitative analysis to support executive decisions, process improvements, and post-engagement assessments.
- Research critical infrastructure, cybersecurity, physical security, resilience, emerging threats, technology trends, and ICT-related issues.

- Analyze legislation, directives, policies, and executive documents and provide summaries, impact assessments, and recommendations.
- Identify policy gaps or inconsistencies and recommend improvements.
- Develop and maintain project schedules, Gantt charts, process flows, Plans of Action and Milestones, risk registers, dashboards, forecasts, and related project-management artifacts.
- Monitor project risks and implement mitigation strategies using recognized project-management and analytical methods.
- Maintain council records, membership information, logs, inventories, and documentation in accordance with federal records-management requirements.
- Apply quality assurance and quality control procedures to ensure products are accurate, consistent, timely, and compliant with government standards.
- Capture classified meeting discussions accurately and prepare formal notes for the record while following all security requirements.

Requirements

Required Qualifications:

- Active Top Secret clearance with the ability to obtain and maintain SCI access.
- Bachelor's degree in business administration, management, public policy, cybersecurity, homeland security, or a related field, or an equivalent combination of education and relevant experience.
- Senior-level experience in business analysis, program management, project management, strategic planning, policy analysis, or government advisory support.
- Experience supporting federal councils, committees, working groups, program offices, or senior government leadership.
- Demonstrated ability to manage multiple projects, deadlines, stakeholders, risks ,and deliverables.
- Strong research, analytical, technical-writing, briefing, and executive-communication skills.
- Experience preparing leadership-level reports, recommendations, meeting materials, decision documents, and project-management products.
- Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and project-management or task-tracking tools.
- Ability to work onsite in classified environments and handle sensitive information appropriately.
Preferred Qualifications:

- 8+ years of relevant business analysis, project coordination, or federal program-support experience.- Experience supporting DHS, CISA, critical infrastructure, cybersecurity, national security, or emergency-management programs.
- Familiarity with the Federal Advisory Committee Act, DHS Directive 093-01, and federal records requirements.
- Experience using Microsoft Project, Power BI, SharePoint, task-management platforms, dashboards, or data-visualization tools.
- Project Management Professional or comparable project-management certification.
- Experience coordinating high-level classified meetings involving senior government officials.
- Knowledge of critical infrastructure security, cyber and physical threats, resilience, and federal policy.
