Position Overview

ITSC Secure Solutions is seeking an experienced Senior Project Management Specialist - Sector Management (SM) to support the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA) under Task Three - Contract Management.

The Senior Project Management Specialist will provide senior-level project and contract management support to ensure the successful execution of CISA Sector Management activities. This position will help oversee project schedules, deliverables, staffing, risks, quality, and performance while ensuring contract requirements are completed accurately and on time. Task Three requires management of contract schedules and the quality of services and products, as well as the resources necessary to respond to unpredictable workloads on short notice.

Key Responsibilities
  • Support overall planning, coordination, management, and execution of Sector Management contract activities.
  • Develop, maintain, and monitor project schedules, milestones, deliverables, dependencies, risks, and action items.
  • Support implementation and maintenance of the Project Management Plan (PMP), including the Work Breakdown Structure (WBS), organizational responsibilities, management controls, risk management, subcontractor management, configuration management, and quality assurance processes.
  • Coordinate personnel and resources across contract activities to maintain schedule, performance, and quality requirements.
  • Monitor project performance and identify schedule variances, risks, issues, and recommended corrective actions.
  • Support preparation and delivery of Monthly Status Reports (MSRs) and Program Management Reviews (PMRs).
  • Track project milestones, anticipated completion dates, staffing, funding and expenditure status, invoicing information, current and upcoming activities, and contract performance issues.
  • Maintain and update project risk registers, mitigation plans, staffing plans, and other program management documentation.
  • Coordinate with Government leadership, the Contracting Officer (CO), Contracting Officer's Representative (COR), project leadership, subcontractors, and internal teams to resolve issues and maintain contract performance.
  • Support staffing activities and ensure appropriate resources are available to meet multiple task requirements and short-notice workload demands.
  • Support kickoff activities, including development of agendas, briefing materials, meeting minutes, and action-item tracking.
  • Ensure project documentation and deliverables meet established DHS/CISA quality, schedule, security, and contractual requirements.
  • Provide senior-level analysis and recommendations to improve project execution, operational efficiency, risk management, and overall contract performance.
  • Support weekly progress meetings and provide leadership with timely status updates regarding deliverables, issues, risks, and upcoming activities.


Requirements

Required Qualifications
  • 12+ years of progressive project, program, or contract management experience, preferably supporting Federal Government or Department of Defense/DHS programs.
  • Demonstrated experience managing complex projects involving multiple workstreams, stakeholders, deliverables, and competing priorities.
  • Strong experience developing and maintaining project schedules, WBSs, risk registers, staffing plans, status reports, and program management documentation.
  • Experience monitoring project performance, schedules, risks, staffing, and deliverable quality.
  • Demonstrated ability to coordinate effectively with Government customers, senior leadership, technical teams, and subcontractors.
  • Strong analytical, organizational, problem-solving, written communication, and executive briefing skills.
  • Proficiency with Microsoft Office applications and project/program management tools.
  • Ability to manage changing priorities and support unpredictable workload requirements on short notice.
  • Active Top Secret clearance with the ability to obtain and maintain SCI eligibility/access. Task Three requires TS clearance with the ability to obtain/maintain SCI.

Preferred Qualifications
  • Master's degree in business administration, Project Management, Management, or a related discipline.
  • PMP or equivalent project/program management certification.
  • Previous experience supporting DHS, CISA, critical infrastructure, cybersecurity, or Sector Risk Management Agency (SRMA) programs.
  • Experience supporting Federal contract management, PMRs, MSRs, financial reporting, staffing management, and quality assurance.
  • Familiarity with CISA's critical infrastructure and Sector Management mission.
