Employment Status: Contingent upon contract award

Position Overview:
Mission Quality Partners is seeking a Business Management Analyst II to support the Cybersecurity and Infrastructure Security Agency's council, advisory, and strategic engagement programs. This position will provide analytical, project-management, governance, meeting, and stakeholder-engagement support to councils, committees, working groups, and advisory bodies.The successful candidate will be highly organized, detail-oriented, and capable of
producing accurate, timely deliverables for government leadership in a fast-paced environment.

Key Responsibilities:
- Develop and maintain council charters, bylaws, membership structures, procedural documents, training materials, and governance records.
- Maintain membership rosters, distribution lists, participation records, inquiry logs, and related documentation.
- Track recommendations, votes, decisions, action items, risks, deliverables, and implementation activities through completion.
- Plan and coordinate council, advisory, committee, and stakeholder meetings, including scheduling, logistics, registration, materials, attendance, and follow-up.
- Prepare agendas, pre-read materials, presentations, meeting summaries, reports, memoranda, and executive briefing materials.
- Coordinate with government personnel, senior officials, industry representatives, and other stakeholders to obtain input and support engagement activities.
- Conduct qualitative and quantitative analyses to identify trends, process improvements, risks, and operational recommendations.

- Research critical infrastructure, cybersecurity, physical security, resilience, emerging threats, legislation, policies, and technology trends.
- Prepare background papers, research memoranda, issue analyses, assessments, and leadership-ready recommendations.
- Develop and maintain project schedules, Gantt charts, process flows, Plans of Action and Milestones, risk registers, dashboards, and status reports.
- Manage designated email accounts, respond to inquiries promptly, and maintain accurate correspondence records.
- Maintain documentation in accordance with applicable federal records-management requirements.
- Perform quality reviews to ensure materials are accurate, consistent, timely, and compliant with CISA and DHS standards.

Requirements

Required Qualifications:
- Ability to obtain and maintain a favorable DHS Fitness Determination.
- Bachelor's degree in business administration, management, public policy, homeland security, cybersecurity, communications, or a related field, or an equivalent combination of education and experience.
- Demonstrated experience in business analysis, program support, project coordination, policy research, or government operations.
- Experience tracking projects, deadlines, risks, action items, and deliverables.
- Strong research, analytical, organizational, writing, editing, and communication skills.
- Experience preparing reports, presentations, meeting materials, summaries, and executive-level products.
- Ability to coordinate multiple meetings, stakeholders, and competing priorities.
- Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and collaboration or task-management tools.
- Ability to work independently and collaboratively in a deadline-driven environment

Preferred Qualifications:

- 4- 8 years of relevant business analysis, project coordination, or federal program-support experience.

- Previous experience supporting DHS, CISA, federal advisory committees, councils, working groups, or senior government leadership.

- Familiarity with the Federal Advisory Committee Act, DHS Directive 093-01, or federal records-management requirements.
- Experience using Microsoft Project, Power BI, SharePoint, dashboards, or data-visualization tools.
- Knowledge of critical infrastructure, cybersecurity, physical security, resilience, or federal policy.
- Project-management or business-analysis certification.
